Armenia plans to harmonise its prison system to European Prison Rules and other recommendations of the Council of Europe, in particular, the probation regime, the Convention for the Prevention of Torture and the case law of the European Court of Human Rights (ECtHR). It is done within the programme "Reduction of Penalties Involving Deprivation of Freedom under European Standards".

A temporary agreement has been reached among the mining company "Valex Group" and residents of the villages of Tekhut and Shnokh, who had blocked the road to the enterprise in protest against the company's activities. The road was unlocked, the civil initiative group "Let's Save Tekhut" has reported.

Rizvan Yakubov, a resident of Khasavyurt, who was detained this morning, was brought out of the building of the Centre for Combating Extremism to the ROVD (District Interior Division). The European Court of Human Rights (ECtHR) upheld the complaint about inhumane treatment filed by Shakir Rzakhanov, who is serving his life sentence in Azerbaijan. The ECtHR pronounced that Shakir Rzakhanov is to receive the amount of 7500 euros as compensation for moral damages and the other amount of 2000 euros is to be paid to the applicant as compensation for legal costs.

More than 1,300 people have become participants and spectators of the international exhibition project of contemporary art "North-Caucasian Biennale-2013" held in Dagestan. The project involved 140 works in the genres of painting, graphic arts, installations and art-objects, photography and video art.
