The Committee of Ministers (CoM) of the Council of Europe (CE) has published four resolutions on supervision of the execution of the decision of the European Court of Human Rights (ECtHR), adopted in cases versus Russia. They include the case "Khashiev and Akaeva vs. Russia" on killing of the applicants' relatives in Grozny in January 2000. The ECtHR's judgment on the case remains unenforced for more than 11 years.

Elena Milashina expressed her confidence that Djalaldinov is persecuted because of fear before Kadyrov; while Djalaldinov, a resident of the village of Kenkhi told how he decided to record a video appeal to President Putin.
