Volgograd residents complained about the lack of heating

Residents of a house in the Krasnoarmeysky district of Volgograd recorded a video message to the head of the Investigative Committee, Alexander Bastrykin, stating that they have been without heating since November 8. Numerous calls to the management company, according to the residents, remain unanswered.

Residents of emergency and dilapidated houses in Volgograd and the Volgograd region have repeatedly complained about the delays in resettlement and difficult living conditions. For example, in March 2026, residents of a dormitory in the village of Veselyaya Balka, recognized as emergency back in 2019, reported that the promised resettlement for 2025 was halted. Families with children remaining in the building lived without heating and utilities, with a leaking roof and mold on the walls.

Residents of house No. 16 on Rossiskaya Street in the Krasnoarmeysky district of Volgograd reported the lack of heating since the beginning of the heating season. According to them, they have been demanding heat in the house since October 20. However, the management company has not provided any responses to the complaints and has not specified any timelines for resolving the issue.

The residents recorded a video message to Alexander Bastrykin asking him to look into the situation. The video message was published by the Telegram channel "News of Volgograd", which has over 132 thousand subscribers. By 11:00 PM Moscow time, the publication had garnered over 5 thousand views.

"As of November 8, the problem remains unresolved, and residents are forced to stay in cold apartments, while we do not receive clear information about the reasons for the lack of heat, the work being carried out, and the timelines for restoring heating. We have repeatedly contacted the management company, but our requests have gone unanswered, and we have not been provided with specific information on whether measures are being taken and when heating will be restored," the gathered residents say.

According to the residents, since October 29, it has been impossible to contact the management company using the known phone numbers. When attempting to call, they receive a message about the numbers being blocked, which effectively deprives residents of the opportunity to obtain clarification and prompt assistance, they express their outrage.

Residents are also concerned about the condition of the engineering communications; the pipes on the roof are in poor condition. In numerous places, only repair clamps have been installed. People asked Alexander Bastrykin's agency to check the technical condition of the communications and to determine whether the ongoing repair work is sufficient for the management company to fulfill its obligations to maintain the building.

"We cannot independently determine the reasons for such a prolonged lack of heating and identify who is responsible for the situation, which is why we ask for an objective investigation. We request a legal assessment of the actions or inactions of those responsible and to establish the reasons for the lack of heating since October 20. We ask that our situation not be ignored; we need not another promise, but the restoration of heating and clear information about who and within what timeframe will resolve the issue," their appeal states.

Earlier, residents from the same Krasnoarmeysky district appealed to Bastrykin from two other houses, house No. 9 on Kanatchikov Avenue and house No. 11 on Lomakina Street. Inspections have been appointed for both appeals, and instructions have been given to initiate criminal cases, the publication "Bloknot Volgograd" clarifies.

"Caucasian Knot" also reported that residents of a house in the Dzerzhinsky district of Volgograd recorded a video message to Governor Andrey Bocharov, stating that sewage wells have been leaking near their house for almost a month. Numerous complaints to the authorities, according to the residents, have not yielded results.
