Residents of the house in Volgograd complained to Bastrykin about the lack of heating.

Residents of the 10-story building on Stoletyov Avenue in the Krasnoarmeysky District of Volgograd recorded a video message to the head of the Investigative Committee asking to save them from freezing. According to the locals, due to the inaction of the management company, their house is still not fully prepared for the heating season.

As reported by "Caucasian Knot", residents of the dormitory on Sleptsova Street in Volgograd have already complained twice to the chairman of the Investigative Committee of Russia, Alexander Bastrykin, about the lack of water and heating. According to them, despite the complaints, inspections were conducted formally, the management company stopped communicating, and resettlement is being delayed.

The video message from the residents of the building on Stoletyov Avenue was published by the Telegram channel "News of Volgograd", which has over 132 thousand subscribers. By 20:00, the publication had gained over 3 thousand views.

According to the locals, due to the inaction of the management company, their house is still not fully prepared for the heating season. The residents claim that the house urgently needs replacement of the engineering systems for drainage, heating, water supply, and sewage pipes, as no major repairs have been conducted in the residential building for 50 years.

"The heating season in house No. 50 on Stoletyov Avenue has not fully begun. Every day, pipes are leaking. The management company does not answer calls from residents. No one can find out when the long-awaited heating will appear in the house. Applications to the emergency service remain unfulfilled, and dispatchers behave aggressively and do not answer any questions from residents," the gathered residents complained.

People say that all communications in the house are rusty, rotten, and in emergency condition. There is water in the basements. Pipes leak every year. Because of this, there is dampness and mosquitoes in the stairwells, and the foundation of the house is being washed away. Cockroaches and rats are running around. "We can no longer bear to watch our house fall apart," they stated.

"Every month we pay the management company for property maintenance, but nothing is being done. The garbage chute was closed without the consent of the residents, the stairwells are not cleaned, and there is no janitor. All the pipes are rotten. Moreover, the management company raised the tariff for its services; it is very strange to pay for something that does not exist at an inflated rate?" they stated in their appeal.

In conclusion of their appeal, the residents asked Alexander Bastrykin to help and conduct an inspection regarding the management company "Zhilsoctgarantiya", which has been servicing this house since 2015.

"Caucasian Knot" also reported that residents of emergency and dilapidated houses in Volgograd and the Volgograd region have repeatedly complained about the delays in resettlement and difficult living conditions. For example, in March 2026, residents of the dormitory in the village of Veselya Balka, recognized as emergency back in 2019, reported that the promised resettlement for 2025 was suspended. Families with children remaining in the building lived without heating and utilities, with a leaking roof and mold on the walls.
