Residents of the Makhachkala neighborhood demanded to clear the riverbed of obstacles.

The riverbed of the Talginka River in the Makhachkala neighborhood of Palmira may not cope with water drainage during heavy rains, as it is clogged with branches and debris, and officials are not responding to residents' requests for cleaning, a local resident complained on social media. Other Makhachkala residents, commenting on his complaint, demanded a response from the authorities, including a visit from officials directly to the site.

As reported by "Caucasian Knot", on April 14, 2026, residents of the Makhachkala village of Gazoraspredelitel talked about flooding that also affected the neighboring Palmira, linking the problem to dense construction and lack of necessary infrastructure. On April 8, residents of Gazoraspredelitel appealed to the authorities demanding to clear the river that was flooding their homes and the neighboring Palmira. kavkaz-uzel.eu

One local resident filmed the riverbed of the Talginka River in the Palmira neighborhood of Makhachkala. The footage shows murky gray-brown water between densely overgrown banks. Tall grass and reeds occasionally hang over the riverbed, leaving a narrow passage for water. Plastic bottles, packaging scraps, and other debris lie along the shore and among the vegetation. Large branches and debris with accumulated waste are shown near the bridge.

The author of the video reminded about officials' statements regarding the cleaning of the river and expressed concerns that the neighborhood would be flooded again after the rains. According to his assessment, the riverbed is 70% clogged. "Practically 70% is blocked. How will the water pass through here? Can anyone answer me? Palmira will be flooded again," said the resident in the video published today by the Instagram*-public hello_makhachkala.

As of 10:30 AM Moscow time on November 3, this video in the Instagram*-public hello_makhachkala, which has about 206 thousand followers, received 179 likes and 24 comments.

Other local residents in the comments suggested clearing the riverbed and demanding a response from officials. "Clean it and install pipes," wrote abdullah_kavkaz.

"Several times regarding the cleaning of the Talginka Riverbed I wrote to various departments of Makhachkala, unfortunately, no reaction! Apparently, residents of Palmira need to gather there and call those responsible for this work and city leaders!" noted a user with the nickname afd1354.

"Can't this video be posted on the website of the head and government of the Republic of Dagestan?" suggested a user with the nickname afd1354 in another comment.

Some commentators doubted the accuracy of reports about the cleaning of the river. "But on paper, everything is cleaned from start to finish. When will there be order in Makhachkala?" wrote zaudin55.

"But on paper, millions are written for its cleaning. Where are the supervisory authorities looking?" asked alinka38588.

The user gulya_07_10 cited another river – Tarnairka. "Seven months have passed since the river Tarnairka overflowed its banks, and what, the picture is still the same, while everyone reports to their superiors that everything is done, that everything is fine with them," she wrote.

Other participants in the discussion pointed out the responsibility of the residents themselves for the garbage in the river and suggested they participate in the cleanup. "And you, people, don't throw garbage there. You all throw it there yourselves. You need it. Clean up around yourselves," urged patya251257.

"Who throws this garbage there? Where does it come from?" asked aminaaskelova3.

"Well, take it into your own hands. What are you all waiting for, while the authorities clean the entire river!? Address the authorities with your help. Gather people. There are guys just like you from the Ministry of Emergency Situations who collected this garbage. And this has been shown in the media more than once. How easy it is to take a phone in hand and complain," wrote _asuta19999.

"Caucasian Knot" also reported that residents of Dagestan regularly face flooding after heavy rains. Thus, on July 19 of this year, Makhachkala residents complained about storm drains that do not cope with water drainage. In a video published the day before from the intersection of Kirova and Nikolaeva streets, the water reached the bottom of passing cars, and a stream was gushing from a well. Residents pointed out that streets and yards are flooded with every rain.

In early July, in the Gergebil district, after heavy rains and water discharge from the Gunib and Gergebil hydroelectric power stations, rivers overflowed their banks, flooding homes and social facilities. As of July 10, residents of 50 houses in three villages of the district were evacuated. In Kikuni, one house was completely destroyed, the gym, feed mill, and store warehouse were flooded, and more than 130 sheep and 24 cows died.

During the flooding at the end of March – early April of this year in Dagestan, six people died, five of them in Mamedkala of the Derbent district and its surroundings. After the dam burst, almost 260 residential houses with household plots in Mamedkala found themselves in the flood zone. On April 9, the emergency situation in Dagestan and Chechnya was classified as a federal level.
