In the dormitory on Sleptsova Street in Volgograd, there is no water or heating; residents have already complained twice to the chairman of the Investigative Committee of Russia, Alexander Bastrykin. According to them, despite the complaints, inspections were conducted formally, the management company stopped communicating, and resettlement is being delayed.

As reported by "Caucasian Knot", in 2017, the management company in Volgograd was fined 250,000 rubles for poor maintenance of three apartment buildings, including building No. 4 on Sleptsova Street, where the windows were damaged.

Residents of the emergency former railway workers' dormitory No. 4 on Sleptsova Street in Volgograd appealed to the chairman of the Investigative Committee of Russia, Alexander Bastrykin, complaining about the lack of heating and drinking water, writes "Height 102" on October 31.

The authors of the appeal noted that they are addressing Bastrykin for the third time for help. According to them, the previous appeal they made in early October led only to formal inspections, but there was no result.

"Our house, officially recognized by the prosecutor's office of Volgograd as being in an emergency state and subject to resettlement, is actually deprived of basic resources for life," the residents stated. According to them, the cold water supply pipes have rotted, they have been cut and sealed, and half of the house has no drinking water. Furthermore, despite the official opening of the heating season in the city on October 12, the radiators in many rooms of the dormitory remain cold.

One of the residents, Larisa Malakhova, reported that after many months, the flooded basement was finally drained, but the management company is in no hurry to carry out a full repair of the communications.

Moreover, according to the residents, the management company stopped answering the owners' calls after the previous complaints to the Investigative Committee.

According to Malakhova, the residents of the house pay for utilities, although they are not actually provided; the management company refuses to draw up acts and conduct recalculations for the lack of water since September 30. The house is on the waiting list for resettlement until 2027, but local authorities are in no hurry to resettle it, citing a lack of housing.

The residents asked Bastrykin to ensure their real protection of life and health, adding that all city and district authorities ignore their complaints.

"Caucasian Knot" also reported that residents of emergency and dilapidated houses in Volgograd and the Volgograd region have repeatedly complained about the delays in resettlement and difficult living conditions. For example, in March 2026, residents of a dormitory in the village of Veselyaya Balka, recognized as emergency back in 2019, reported that the promised resettlement for 2025 was halted. Families with children remaining in the building lived without heating and utilities, with a leaking roof and mold on the walls.
