Commentators called the resolution of resource loss issues a measure of the effectiveness of the Dagestan authorities.

The deputies of the Dagestan parliament unanimously approved the candidacy of Magomed Ramazanov for the post of Prime Minister of the republic, the decree on his appointment was signed by Fyodor Shchukin. Ramazanov identified the main problem as the development of engineering infrastructure. The resolution of issues related to electricity and water losses and their provision to residents will be an indicator of the authorities' effectiveness, commentators noted.

As reported by "Caucasian Knot", at a meeting with Putin on April 30, the candidacy of the head of the Supreme Court of the Republic Fyodor Shchukin was proposed for the post of head of Dagestan, and for the position of head of government - the plenipotentiary in the North Caucasus Federal District Magomed Ramazanov. In tandem with Fyodor Shchukin as head of Dagestan, Magomed Ramazanov, who has been offered to head the government of the republic, will play a leading role, journalists and political scientists believe. The deputies of the republic's parliament elected Fyodor Shchukin as head of the Republic of Dagestan, local activists pointed out the predictability of the elections.

Ramazanov appointed head of the Dagestan government

Magomed Ramazanov has been appointed Chairman of the Government of the Republic of Dagestan, the decree was signed by the head of the republic Fyodor Shchukin, after the deputies of the parliament unanimously agreed to his appointment following a secret ballot, the administration of the head of Dagestan reported.

One cannot eliminate the consequences of problems year after year without addressing the causes of their occurrence.

In parliament, Ramazanov reported on the elimination of the consequences of flooding, noting that the beginning of his work in the republic coincided with a difficult period after the disaster. According to the Prime Minister, the consequences of the disaster revealed the systemic nature of the accumulated urban planning, land legal, and other problems, significantly complicating, among other things, the conduct of recovery work in the housing sector.

"One cannot eliminate the consequences of problems year after year without addressing the causes of their occurrence," he pointed out.

Compensation payments totaling more than 3.8 billion rubles, as of October 16, have been received by more than 93.8 thousand residents of Dagestan affected by flooding in March-April of this year. On October 9, the Ministry of Emergency Situations of Russia reported that financial assistance of more than five billion rubles was received by over 140 thousand residents of Dagestan and Chechnya. The Ministry of Emergency Situations previously reported that as of May 22, 274 thousand applications had been submitted by the affected in Dagestan. Materials on flooding in the republics of the North Caucasus Federal District in the spring of 2026 were collected by "Caucasian Knot" on the thematic page "Flooding in the North Caucasus".

Ramazanov drew attention to the scale of losses in the communal infrastructure. According to the data he provided, 45-50% of electricity and 20-30% of water are lost annually, which significantly exceeds the established standards. As a result, the republic experiences regular emergency power outages, breaks in water supply and heating networks, and discharges of untreated sewage into the Caspian Sea (70 million cubic meters per year or 55%), reports the Telegram channel of the Dagestan government.

"The development of engineering and transport infrastructure is among the main tasks planned for implementation by the Government. This issue directly affects the interests of almost every family. And this is the main and serious problem: the unreceived financial resources (billions of rubles) cannot be invested in the modernization of infrastructure year after year," Ramazanov pointed out.

A lawsuit for two billion rubles has been filed against Said Amirov and his relatives
The Prosecutor General's Office of Russia filed an anti-corruption lawsuit for 2.1 billion rubles against the former mayor of the city Said Amirov and his 18 relatives in the court of Makhachkala.

The Telegram channel "EMERCOM (Makhach, What Happened?)" previously reported that even during Said Amirov (the former mayor of Makhachkala, sentenced to life, led the city from 1998 to 2013, - note of "Caucasian Knot"), they began to build a collector.

"Billions of rubles were poured into it, they left it halfway, and now, in essence, this money has flown into the same unfinished collector. Under Salman Dadaev (mayor of Makhachkala from 2019 to 2022, - note of "Caucasian Knot") a stormwater drainage project began, where the collector on Beybulatova was repaired, pipes were purchased, trenches were dug, it remained to connect them, bury them, and put them into operation. As a result, the project, which passed all competitions, state examinations, a project for which money had already been allocated, was suddenly thrown into the trash can by the next administration with the redistribution of funds for other needs," the publication states.
