Dudayev urged Chechen youth to respect the traditions of North Ossetia.
Young people from Chechnya in North Ossetia must adhere to local traditions and norms of behavior, said the chairman of the Chechen parliament, Akhmed Dudayev, at a meeting with Chechen students in Vladikavkaz. He emphasized that leaving his republic does not exempt young people from responsibility for their actions.
As reported by "Caucasian Knot", on the night of October 18, a fight with shooting occurred in Vladikavkaz, after which two people were hospitalized, including Chechen mixed martial arts fighter Ibrahim Islamov, known as Nikarho. On October 19, the head of North Ossetia, Sergey Menyaylo, proposed to limit the nighttime operation of restaurants. On October 24, a decree came into force prohibiting the operation of catering establishments from midnight to 07:00 and the acceptance of alcohol orders after 23:00, with exceptions for establishments at hotels of certain categories. On October 26, residents of the republic debated the effectiveness of the restrictions: some considered them necessary for safety, while others stated that the ban restricts citizens' freedom and does not eliminate the causes of violence.
The chairman of the republic's parliament, Akhmed Dudayev, called on Chechen natives to observe the traditions and orders of the regions they come to study or work in during a meeting in Vladikavkaz. He noted that he supports the trips of Chechen youth to North Ossetia and other regions, but those arriving must take into account local customs and norms of behavior.
A video of Dudayev's speech was published on October 27 by the Telegram channel "Fortanga". According to the publication, the meeting was attended by the head of North Ossetia Sergey Menyaylo and students from Chechnya.
Dudayev emphasized that young people outside the republic bear responsibility for how they represent their people. "Every young person must understand that they represent their republic, their people, their culture. They are not here by themselves. And the fact that they left their republic does not give them the right to any actions," said Dudayev.
He also urged consideration of the cultural characteristics of other peoples. "When we visit each other – to the North Caucasus or other regions of our country – we must take into account that in these republics live people with their own traditions, customs, mentality, and identity. Every people has its own morals, order. There is such a concept as ethics of behavior," Dudayev stated.
Those who come to study should focus on their studies, he emphasized. "If a person came here to study, they should study here," said the chairman of the Chechen parliament.
Dudayev also suggested contacting Chechen authorities if compatriots believe the claims made against them are unfounded.
Recall that after the fight involving Nikarho, a debate about hospitality and adherence to local customs arose on social media. Thus, on October 20, some commentators on social media supported the demand for newcomers to respect the residents of North Ossetia and the rules of behavior in the republic. Their opponents argued that inappropriate behavior by guests does not justify the use of weapons.
A separate discussion was sparked by the limits of self-defense. Some participants in the discussion considered the shooting as protection against an attack by a professional fighter, while others condemned the shot fired at a person who was already retreating. They questioned the necessity of such a shot and deemed it incompatible with notions of honor and dignity.
On October 21, participants in the discussion demanded an impartial investigation, stating that nationality and regional affiliation should not influence the assessment of the actions of the conflict participants. Commentators called for establishing the entire sequence of events and warned against shifting the responsibility for the actions of individuals onto an entire people.
