Officials from the Rostov region have been caught falsifying administrative cases.

Three officials from the administration were drawing up fictitious protocols on the residents of the Kagalnitsky district for administrative offenses, reported the Investigative Committee.

An investigation against the three officials of the Kagalnitsky district administration is being conducted under articles on falsification of evidence and results of operational-search activities (part 1 of article 303 of the Criminal Code of Russia) and incitement to this crime. The article provides for up to two years of corrective labor or up to four months of arrest.

According to the investigation's version, in November 2025, one of the heads of the district administration instructed two subordinates to "draw up fictitious protocols on administrative offenses against five citizens."

Thus, the official sought to avoid responsibility for improper performance of official duties and to improve his work performance indicators, reported the Rostov Investigative Committee on its Telegram channel.

The people who were charged with violating the ban on burning dry vegetation "did not actually commit the specified offenses," however, the administrative commission held them accountable.

Investigative actions are ongoing in the case, the agency added. Investigators did not specify whether the suspects were detained and whether a preventive measure was chosen for them.
