The head of the Don capital repair fund is suspected of abuse of power.
The damage from three episodes in the case of the director of the capital repair assistance fund in the Rostov region has preliminarily exceeded 65 million rubles. On the official portal of the Rostov region government, the director of the organization is listed as Daria Sheremetyeva.
The investigative department for the Lenin district of Rostov-on-Don is investigating a criminal case against the head of a non-profit organization engaged in the capital repair of apartment buildings. Three episodes of abuse of power have been identified.
According to the investigation, in 2022, the suspect unlawfully terminated a contract with a contractor performing capital repair work on apartment buildings. Subsequently, unjustified funds in the amount of over 9 million rubles were recovered from the contracting organization, the Investigative Committee of the Rostov region reported on its Telegram channel.
In 2025, the director of the fund similarly terminated a contract with another contracting organization that was replacing elevators in apartment buildings in the region. As a result, the contractor incurred losses amounting to over 38 million rubles, and the repair work was delayed by more than three months.
In addition, the suspect organized the cancellation of an electronic auction for the provision of services for the production and delivery of payment documents. Subsequently, the procurement was divided into separate procedures, resulting in contracts being concluded at inflated prices. These actions caused organizations damage amounting to over 16 million rubles, and one of the procurement participants incurred losses in the form of lost profits amounting to over 3 million rubles.
On the official portal of the Rostov region government, the director of the organization is listed as Daria Sheremetyeva, RBC clarifies.
Previously, the capital repair fund established some of the highest fees in Russia for its services. Daria Sheremetyeva has headed the organization since April 2022. In the spring of 2023, she announced an increase in the cost of capital repairs by 12% to 14.14 rubles per square meter starting from April 1, 2023, the publication "Bloknot Volgodonsk" reports.
In October 2023, residents of a house on Lenin Street in Volgodonsk suggested that the director of the capital repair fund, Daria Sheremetyeva, spend a night in a house that had not had hot water for two months, and where the heating season was at risk of complete failure. At that time, a pensioner living in the freezing house, Yulia Lavrenova, appealed to the prosecutor of the Rostov region demanding intervention in the situation with the heating season failure.
"Caucasian Knot" also reported that in early October, the appellate instance of the Rostov Regional Court recognized the sentence handed down to former Volgodonsk head Yuri Marinenko as lawful, leaving it unchanged.
