The ban on nighttime operation of catering establishments has been introduced in North Ossetia.
In North Ossetia, a decree has come into force prohibiting catering establishments from operating from midnight to seven in the morning, and law enforcement is recommended to increase patrols in places where people gather.
As reported by "Caucasian Knot", on October 19, the head of North Ossetia, Sergey Menyaylo, proposed to limit the nighttime operation of restaurants after a brawl with gunfire in Vladikavkaz. The conflict occurred on the night of October 18, after which two people were hospitalized, including Chechen mixed martial arts fighter Ibrahim Islamov, known as Nikarho. Menyaylo stated that guests of the republic should respect local customs and not perceive hospitality as a weakness.
The head of North Ossetia, Sergey Menyaylo, signed a decree on additional security measures. From 06:00 Moscow time on October 24, a state of heightened readiness has been introduced for management bodies and emergency services responsible for preventing and eliminating emergencies.
The document provides for restrictions that will remain in effect until further notice, the publication "15th Region" reported today, citing the press service of the head of the republic.
"Cafes, restaurants, and other catering establishments will not be able to operate from 00:00 to 7:00. After 23:00, it is prohibited to take orders for alcoholic beverages. An exception is made for restaurants and bars in certain categories of hotels that operate around the clock, serving resident guests," the press service's message stated.
Catering establishments must be equipped with video surveillance systems, alert systems, and evacuation management. They must also ensure security by involving licensed security organizations.
The Ministry of Internal Affairs is recommended to increase patrols in places where people gather, including areas near cafes and restaurants. The decree also prohibits the organization and holding of public mass events. Responsibility for violations of the requirements is specified in the publication.
Recall that the brawl involving Nikarho sparked debates on social media about hospitality and the limits of self-defense. For instance, North Ossetia parliament member Soslan Didarov and fighter Maxim Divnich urged visitors to observe norms of decency and not to abuse hospitality. Some commentators supported their position and believed that the local resident used a weapon in self-defense against an attack. Nikarho's manager, Artem Lobanov, reported on October 19 that the athlete regained consciousness and will undergo rehabilitation.
Other participants in the discussion argued that the guests' violation of behavior rules does not justify gunfire. They pointed out the shot fired at the back of a retreating participant in the conflict and disputed claims of self-defense. Some commentators stated that responsibility for what happened cannot be placed solely on the visitors, and the behavior of the host side also requires assessment.
