Residents of Kabardino-Balkaria pointed out the lack of improvements in garbage collection over five months of the new operator's work.
The authorities of Kabardino-Balkaria are monitoring the activities of the new regional operator for waste disposal, which has all the necessary inventory and equipment, reported Kazbek Kokov to Deputy Chairman Dmitry Patrushev. Residents of the republic, commenting on this report on social media, complained that garbage is still not being collected in Nartan and Chegem, waste is accumulating in the private sector, and bills for the service continue to arrive.
As reported by "Caucasian Knot", since May 15, a new regional waste disposal operator "Ecotekhprom" has been operating in Kabardino-Balkaria, which replaced "Ekologistika" after numerous complaints from residents. Already on May 28, residents of the republic stated that there had been no fundamental improvement in the situation after the change of operator, and on June 19, Kokov acknowledged the lack of proper control over the regional operator's work as one of the reasons for the problems with garbage disposal.
The head of Kabardino-Balkaria Kazbek Kokov reported via video link to Deputy Chairman of the Russian Government Dmitry Patrushev about the operation of the solid municipal waste management system in the republic. He stated that the status of the regional operator has been assigned to the municipal unitary enterprise "Ecotekhprom", which has 82 units of equipment, including 67 garbage trucks. More than 50 vehicles were purchased by the republic this year.
According to Kokov, 5146 container sites have been equipped in Kabardino-Balkaria, and the number of containers has exceeded 9.2 thousand, including more than 600 purchased by municipalities this year. "We are keeping the work on organizing waste management under control," said the head of the republic, whose words were reported by RIA "Kabardino-Balkaria" on October 16.
This report by Kokov was cited on October 16 by the Instagram*-public chp.nalchik, which has about 529.8 thousand followers. As of 12:44 MSK on October 19, this post received 74 likes and 22 comments.
Residents of various settlements in the republic reported that garbage collection remains irregular. "It's ironic regarding the control over garbage collection. Now it’s clear why, for two weeks, garbage was mysteriously collected twice a week from the private sector, as it used to be. Apparently, monitoring was conducted during this time for reporting to the head of the republic. But after the post with Kokov's speech was published, the garbage was not collected," wrote @natalia_kyznecova000.
"In Nartan, garbage is not collected at all. But the bill for garbage collection comes," noted saida07nalchik.
"I would say that you haven't kept an eye on them... In Chegem, the garbage is still there... Until we take it out ourselves..." noted ts_mikamika.
Other residents contrasted Kokov's statements about controlling the situation with the absence, in their opinion, of real results. "Discussed? What a joy that this problem was discussed. Now we are waiting for actions after a year of requests and complaints," noted user vremya_rassveta.
"Everything is under control, but nothing is being done," emphasized aslann6517.
"What else can he report up?" asked 2609.alikhan.
As of 12:44 MSK on October 19, there are no comments on the website of the municipal unitary enterprise "Ecotekhprom" regarding residents' complaints about irregular garbage collection in Kabardino-Balkaria.
Recall that residents of Kabardino-Balkaria have repeatedly complained about the work of the previous regional operator LLC "Ekologistika". In September 2025, residents of Nartkala, Primalkinsky, and other settlements reported that garbage was collected once every few weeks or only after repeated requests, and in August more than 7400 people signed a petition demanding to terminate cooperation with "Ekologistika", choose a new operator, and strengthen control over waste disposal.
In April of this year, the authorities of the republic refused to extend the powers of "Ekologistika". On June 10, it became known that the general director of the company Rustam Kochesokov was accused of tax evasion: according to investigators, the company underpaid more than 500 million rubles to the budget. Back in December 2025, an investigation was launched against the management of "Ekologistika" for failing to pay salaries to employees, with the debt estimated at 32 million rubles.
