Pashinyan proposed a territory exchange to Baku.

There should be no enclaves and exclaves on either side of the border, Armenia and Azerbaijan must exchange territories of corresponding exact sizes, said the Prime Minister of Armenia.

The Prime Minister of Armenia, Nikol Pashinyan, proposed to resolve the issue of enclaves and exclaves on the border with Azerbaijan by exchanging territories of equal area, reports PAN.

According to Pashinyan, the delimitation and demarcation of the border should be carried out based on the Almaty Declaration, and the area of Armenia should be 29,743 sq. km.

"The problem of enclaves and exclaves should be resolved according to the following formula: there should be no enclaves and exclaves on either side of the border," said the Prime Minister.

"Armenia should have a territory of 29,743 sq. km. The delimitation and demarcation of borders based on the Almaty Declaration should proceed within this logic. The problem of enclaves and exclaves should be resolved according to the following formula: there should be no enclaves and exclaves on either side of the border," his words are quoted in the publication.

Armenia and Azerbaijan "must exchange territories of corresponding exact sizes," TASS quoted Pashinyan.

According to Pashinyan, Armenia and Azerbaijan should not make any claims against each other, "including the logic of Karabakh, Gardman, Shirvan, Nakhchivan, or 'Western Azerbaijan'." He also noted that all communications should be unblocked both within the framework of the "Crossroads of the World" project and outside of it, and all roads should be open for passage both through Armenia and through Azerbaijan.

"As a result of conversations with the President of Azerbaijan in Turkmenistan, I have a preliminary impression that we have the opportunity to give peace such a form, and in the near future we will be busy implementing this opportunity," the agency quotes him.

"Trump's Route", TRIPP - is a project for a transport corridor between Azerbaijan and its exclave, the Nakhchivan Autonomous Republic, through the territory of Armenia. The project was created with the mediation and exclusive rights of the USA for 99 years. It became a key element of the peace agreement between Armenia and Azerbaijan, signed in August 2025 in Washington, according to the "Caucasian Knot" reference "Trump's Route" (TRIPP): transport corridor through Armenia.

Baku will sign a peace treaty with Yerevan after Armenia renounces territorial claims and enshrines this in the Constitution, said Azerbaijani President Ilham Aliyev at the Munich Security Conference. Earlier, on September 20, 2025, the Azerbaijani Foreign Ministry stated that Baku and Yerevan could sign a peace treaty provided that territorial claims are removed from the text of the Armenian Constitution. In February 2025, Armenian Prime Minister Nikol Pashinyan stated that Armenia needs to amend the constitution through a referendum. The new Constitution, he said, should enshrine the ideology of "Real Armenia", identifying the homeland with an internationally recognized state. The proposal of the Armenian Prime Minister provoked sharp criticism in society.

To make a final peace agreement between Azerbaijan and Armenia a reality, it is necessary to amend that part of the Armenian Constitution where territorial claims to Azerbaijan are present, Baku officials stated. The Armenian Prime Minister promised to publish the text of the new Constitution by the end of the year.

On August 8, 2025, Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan signed a declaration on the cessation of hostilities at a meeting in Washington. Aliyev and Pashinyan did not sign a peace agreement, but only initialed it, while most points of the declaration contain vague formulations, analysts noted. US President Donald Trump stated that a key issue that hindered the signing of a peace agreement between Armenia and Azerbaijan has been resolved, and this is the issue of the Zangezur corridor.
