The former head of the district in Kuban has been detained on suspicion of exceeding powers.

Former head of the Otradnensky district of Kuban, Andrey Volnenko, has been detained on suspicion of exceeding official powers in the Krasnodar region.

A criminal case has been initiated against Volnenko under part 2 of article 286 of the Criminal Code of the Russian Federation (exceeding official powers).

According to the investigation, from January 2024 to December 2025, while being the head of the district, he ensured that a company owned by a relative received municipal contracts for the repair of electrical equipment in budgetary institutions. The contracts were concluded at inflated prices and bypassing competitions, writes "Utrenny Yuzh" on October 13.

As a result of these actions, the district's budget suffered damage amounting to more than 8.2 million rubles. The relative of the former head of the district has been charged with large-scale fraud (part 3 of article 159 of the Criminal Code of the Russian Federation) and has been taken into custody. Volnenko has also been detained, searches were conducted at his premises, and the investigation will petition the court for his arrest.

Earlier, "Caucasian Knot" reported that the former mayor of Krymsk, Yanis Budagov, was accused of exceeding powers when transferring a land plot to a local resident. At the end of September, the charges were requalified to abuse of official powers.
