The leadership of the precinct electoral commission was dismissed in Krasnodar after the ballots were annulled.
The territorial electoral commission "Western" in Krasnodar approved the amount of remuneration for the heads of precinct electoral commissions at its meeting, and then dismissed the head and two members of precinct electoral commission No. 2059, where the results of the voting were annulled after observers recorded ballot stuffing.
As reported by "Caucasian Knot", an observer stated that a safe with filled ballots was opened at precinct No. 2059 in the Jubilee microdistrict. In the same microdistrict, law enforcement was called to precinct No. 2055 due to suspicion that a safe with ballots was opened at night. Identical signatures of different voters were found in the documentation at precinct No. 2014, and the arriving police showed no desire to investigate the violations, said Krasnodar activist Vitaly Cherkasov. On September 19, reports of violations at precinct No. 2014 in Krasnodar had already been received. There, observer Ekaterina Burdyukova discovered a tenfold discrepancy between the number of records in the logs about early voters and the data submitted to the electoral commission. On September 30, a meeting was held at the territorial electoral commission Western in Krasnodar, where a decision was made regarding the remuneration of the heads of precinct electoral commissions. As a result of the meeting of the Western TEC, which was held behind closed doors, the commission decided to reward the heads of precinct commissions from No. 2001 to No. 2062, as well as precincts No. 2096, 2097, and 2099. Among them is precinct No. 2059, where Natalia Boldyr was the chairperson. On September 20, the election results were annulled due to ballot stuffing.
"I voted against such distribution because we had a number of precincts where there were obvious violations: 2014 — where I personally saw identical signatures in the lists, 2017 — where my applications were not accepted, 2044 — where the counting was done in such a way that the observer could see nothing, 2049 — where three new safe bags appeared, 2055 — where the police were called and observers did not see how the counting was done, 2058 — where they tried to deceive a commission member during the counting," said Vitaly Cherkasov, a member of the Western TEC with a decisive vote.
Vitaly Cherkasov called the issue of stripping powers "cutting off tails."
"I believe it looks like they are cutting off tails and hiding traces. I think there should be an internal investigation while they are still members of the electoral system," said Cherkasov.
Representatives of the Communist Party of the Russian Federation in the TEC achieved the annulment of the ballots from the safe at precinct 2059, and as a result, only the ballots from the last day of voting were counted.
The votes for September 20 were distributed as follows: 201 votes for Alexander Safronov (CPRF); 63 votes for Galina Golovchenko (United Russia); 42 votes for Igor Vinogradov (SRZP); 37 votes for Fedor Osipov (LDPR); 32 votes for Yulia Safronova ("Russian Pensioners Party for Social Justice").
