The appellate court upheld the suspended sentence for the former head of the Ilovlinsky district, Ivan Gelya, who was convicted in a case of abuse of power that led to the death of a subordinate.
As reported by "Caucasian Knot", the head of the Ilovlinsky district, Ivan Gelya, is accused in a criminal case of abuse of power resulting in serious consequences (Article 286 of the Criminal Code of the Russian Federation). According to the investigation, he sent unqualified administration staff to extinguish a fire, after which 52-year-old Alexander Pereyarin died from burns and three of his colleagues were injured. Gelya was sentenced to a suspended term, after which he resigned.
The court removed Gelya from office, but he continued to perform his duties, challenging the court's decision. In December 2024, despite protests from residents, deputies re-elected Ivan Gelya as the head of the district. Gelya's opponents were his subordinates, who did not conduct election campaigning.

The court upheld the first-instance verdict and imposed a suspended sentence on the former official, but changed the decision of the Ilovlinsky District Court regarding additional punishment, prohibiting him from holding positions related to organizational and administrative functions in state and municipal service for two years.
In court, the prosecutor requested real imprisonment for Gelya. The former official attended the hearing on crutches, supported by former subordinates - employees of the Ilovlinsky district administration. The court considered mitigating circumstances, including Gelya's health condition, his state awards and letters of gratitude, and the absence of previous convictions.
