Teachers of the college in Kaspiysk complained about the months-long non-payment of salaries.

Teachers of the Energy College in Kaspiysk have not received their salaries since February, which has forced them to take loans and borrow money to feed their families, said the authors of a collective video appeal to the acting head of Dagestan, Fedor Shchukin. They noted that they had sent complaints to the Ministry of Education and Science of the republic, the Investigative Committee, and the prosecutor's office, but this did not yield results.

The teaching staff of the Energy College in Kaspiysk recorded a collective video appeal to the acting head of Dagestan Fedor Shchukin asking him to intervene in the situation regarding the non-payment of salaries. The video with the appeal was published on September 26 by the Instagram*-public makhachkala_. The footage shows more than a dozen men and women, one of the women reads the text of the appeal from a sheet.

The teachers stated that due to the delay in salary payments, they found themselves in a difficult financial situation. "The essence of our problem is that since February 2026 and the remainder of January, to this day, the teachers of the college have not received their salaries. The staff, who continue to conduct the educational process, are in an extremely difficult financial situation. Many teachers are deprived of means of existence, forced to take loans and borrow money to feed their families," the woman read the text of the appeal on behalf of the collective.

The authors of the appeal asked Shchukin to intervene immediately in the situation, instruct the relevant agencies to investigate the reasons for the delays in payments, ensure the repayment of debts to the teachers for the period since February, and take measures to prevent similar delays in the future.

The teachers reported that they had previously sent appeals to the prosecutor's office of Dagestan, the republican Ministry of Education and Science, the labor inspectorate, and the Investigative Committee in Kaspiysk. According to them, the issue was not resolved as the agencies redirected the appeals to each other.

The authors of the appeal also stated that students of the college are not receiving academic and social scholarships. Among the staff are families of participants in military operations, low-income families, and families raising children with disabilities. Further delays in payments could lead to the departure of qualified teachers and jeopardize the operation of the college, the authors of the appeal believe.

This post in the Instagram*-public makhachkala_, which has about 253 thousand users subscribed, had received 213 likes and 27 comments by 08:40 Moscow time on September 27. Users supported the teachers and criticized officials for the unresolved months-long salary debt.

The prosecutor's office of Kaspiysk conducted an inspection of compliance with labor legislation and found that as of September, the salary debt to 68 college employees exceeds 10 million rubles. The agency submitted a proposal to the Ministry of Education and Science of Dagestan, and the restoration of the labor rights of the employees has been put under control, reported "Dagestanskaya Pravda" on September 26.

"Caucasian Knot" also reported that teachers in Dagestan periodically complain about problems with salary payments. For example, on December 7, 2023, teachers from the Gumbetovsky, Gunibsky, Novolaksky, and Khasavyurtovsky districts, as well as Makhachkala, complained that they had not received their salaries for November.
