Residents of the houses damaged as a result of the drone attack in Azov have been sent to a temporary accommodation center, while some have settled with relatives. A state of emergency has been declared in the area where the drones were shot down.
As reported by "Caucasian Knot", on the night of September 26, as a result of the drone attack, one person was injured in Taganrog and four in Azov, including a child. In Azov, apartment buildings and private houses, industrial facilities, a school, a cultural center, and cars were damaged.
The state of emergency was declared on September 26 in Azov after the drone attack, the city administration reported. "A state of emergency is in effect in Azov, declared in the areas affected by the air attack," TASS quoted the city hall's message.
Residents of the damaged houses have been evacuated; they are in a temporary accommodation center or with relatives, reported "Kommersant".
In the city, headquarters have been set up to accept applications for material assistance. Applications for the restoration of lost or damaged documents are also being accepted, the publication states.
It should be noted that damage to vehicles has repeatedly appeared in reports on the consequences of drone attacks in the Rostov region, but until December 2025, compensation for them was not provided. Only after a resident of Taganrog, who lost his car, asked a question about payments during a direct line with the governor, did the authorities determine the procedure for compensations to car owners. The resolution provides for payments of up to 500,000 rubles for a damaged car and up to a million for a destroyed one.
From July 31, 2026, compensations for damage to housing as a result of drone attacks in the Rostov region will be calculated based on the actual area of the lost object, rather than the number of registered residents. In the event of the owner's death, the compensation is received by the family. The cost per square meter is taken as of the date of the state of emergency declaration. It is set by the regional Ministry of Construction for each municipality, RBC reported.

The state of emergency is provided for by federal law No. 68-FZ of December 21, 1994, "On the Protection of the Population and Territories from Natural and Technogenic Emergencies." Depending on the level of the emergency, the regime can be introduced by the head of the city, district, governor, the government of Russia, or the president of the country.
The level of the state of emergency affects the authorities' capabilities to allocate funds from the budget in connection with the emergency, explained lawyer Maria Spasibukhova to "Caucasian Knot" in December 2024. "This involves attracting the necessary number of equipment, financial capability to deploy various points, establishing interaction between various structures, and hiring paid specialists for the work. It does not affect the rights and obligations of ordinary people, local residents in any way," she said.

It should be noted that residents of a house in the center of Taganrog, damaged as a result of a missile fall in the summer of 2023, were paid 10,000 rubles each and their broken windows were replaced, although the apartments required serious repairs.
