Less than 33% of those affected by the spring floods in Dagestan received payments.

The authorities of Dagestan reported on payments to nearly 89 thousand residents of the republic who were recognized as victims of the flooding. The total amount of payments reached 3.4 billion rubles.

As reported by "Caucasian Knot", at the end of August, 68 housing certificates were received by residents of the Khasavyurt and Derbent districts, whose housing was lost or subject to major repairs due to the consequences of the emergency. Payments have been assigned to 85 thousand citizens totaling more than 3.26 billion rubles, which is just over 31% of the total number of applicants.

Compensatory payments totaling more than 3.4 billion rubles have been received by 88.8 thousand residents of Dagestan who were affected by flooding caused by heavy rainfall in March-April of this year, Prime Minister of the republic Magomed Ramazanov reported today on his Telegram channel.

During the spring flooding, 62 irrigation facilities were damaged in the republic, with total damage amounting to about 488 million rubles. The Ministry of Agriculture of the Russian Federation has provided assistance for their restoration; work has already been completed on 48 facilities, and restoration is ongoing on another 14 facilities.

A plan for preventive measures has been approved for 2026-2029, which will allow for the advance protection of territories from floods. The plan includes 36 activities - construction and major repairs of hydraulic structures, coastal protection, dredging works on the Terek, Aksai, Aktash, Samur, and other rivers. The volume of work is over 164 kilometers.

"Four more activities are planned through the Ministry of Natural Resources of Dagestan for 721.8 million rubles. Contracts have been signed, and work has already begun," Ramazanov stated, without specifying which particular activities are being referred to.

The courts continue to consider applications from victims who could not provide officials with all the necessary documents regarding property rights for the appointment of payments. Today, the Lak District Court reviewed a civil case to establish the fact of ownership and use of a residential house and the right to receive compensation for lost housing.

In March-April 2026, as a result of flooding caused by heavy rains, the house was lost. The court established that the applicants permanently resided in the residential house in the village of Sumbatl in the Kulinsky district, but there was no state registration of property rights. The court recognized the fact of ownership of the house and the applicant's right to payments for the purchase of housing to replace the lost one, the unified press service of the courts of Dagestan reported.

Previously, residents of the Khasavyurt district affected by the spring flood reported that they had to seek payments through the prosecutor's office, undergo repeated inspections of their homes, and turn to independent experts. Officials did not explain the reasons for refusals and canceled previously made decisions regarding the need for major repairs, the villagers complained.

"Caucasian Knot" also reported that in early July, residents of the village of Adilyotar in the Khasavyurt district recorded a video appeal to Putin asking him to take personal control of the situation with payments and the transfer of housing certificates to those affected by the spring floods in Dagestan.
