As reported by "Caucasian Knot", on September 7, it became known that a 16-year-old patient from the oncology department of the Children's Republican Clinical Hospital in Makhachkala had to be carried down the stairs in the arms due to the lack of an elevator.
The oncology and hematology building is in a separate building, and there has never been an elevator here, a hospital employee told a correspondent of "Caucasian Knot" on condition of anonymity. Another employee of the medical institution clarified to the correspondent of "Caucasian Knot" that this building has three floors.
The absence of an elevator in the hospital can be considered a violation of the law, said a lawyer, the head of the "Patient Monitoring" project Ziyautdin Uvaisov, to the correspondent of "Caucasian Knot". He noted that there have been no complaints regarding this issue to "Patient Monitoring".
The federal law "On the Fundamentals of Health Protection for Citizens" guarantees the right to accessible and quality medical care, pointed out lawyer Rustam Akhmedov. According to him, if there is no elevator in the hospital, and it is impossible to safely transport a patient within the hospital, this violates their rights and poses a direct threat to life and health.
The absence of an elevator in a multi-story hospital contradicts regulations and constitutes a violation of federal legislation, for which administrative liability is provided, emphasized Akhmedov.
One should file a complaint with the Ministry of Health of Dagestan, Roszdravnadzor, and the prosecutor's office.
"In this case, it is necessary to document what is happening on video or photo, keep hospital prescriptions and discharge papers. Makhachkala residents pointed out other problems in the hospital
