A resident of Chechnya was fined for searching for extremist materials online.
The Achkhoy-Martan District Court of Chechnya fined a 22-year-old resident of the republic under a protocol for searching for prohibited materials online.
As reported by "Caucasian Knot", in June, an administrative case against a local resident was submitted to the Achkhoy-Martan Court of Chechnya, who was charged with searching for prohibited materials online. His case became the second known instance in Chechnya.
The law on fines for searching for extremist materials was adopted by the State Duma on July 22, 2025, and signed by Putin on July 31, 2025. The law amends the Code of the Russian Federation on Administrative Offenses (CAO), introducing administrative liability for intentional searches on the internet for materials included in the Federal List of Extremist Materials. The bill also introduced fines for advertising VPN services and recognized the use of VPN as an aggravating circumstance when committing a crime, reported RIA "Novosti".
The district court of Chechnya fined a 22-year-old resident of the republic for searching for prohibited materials (Article 13.53 of the CAO), noted "Mediazona"*.
What exactly prompted the punishment is unknown. The amount of the fine imposed on the Chechen resident is not specified. The ruling on the imposition of the penalty was issued by the judge last Thursday, September 3, only on the second attempt. The first protocol against the Chechen was returned to the police in July.
According to the registry of administrative offenses on the website of the Achkhoy-Martan District Court, this concerns Anzor Suleimanov. The sentence, which provides for a fine of three to five thousand rubles, was issued by Judge Igor Baden at the very first hearing.
"Caucasian Knot" also reported that in January, the Naursky District Court of Chechnya registered an administrative case under the article on searching for "extremist materials" against local resident Isa Magamadov.
