The chairman of the Salyan district organization of the Azerbaijan Popular Front Party, Alizamin Salaev, was detained and then arrested for 30 days on an administrative case. The PFPA stated that his persecution is related to opposition activities and the protection of citizens' rights.
As reported by "Caucasian Knot", on May 22, 2023, the court sentenced the head of the Salyan district branch of the PFPA, Alizamin Salaev, to four years in prison, finding him guilty of assaulting a passerby. Salaev himself claimed that he was attacked by a person armed with a knife. The defense appealed the verdict, but the appellate court upheld it. On August 7, Salaev was released from the correctional facility after his sentence was reduced as part of an amnesty. The politician stated his intention to continue the fight for democratic changes and the release of political prisoners.
On December 15, 2025, the President of Azerbaijan, Ilham Aliyev, submitted an Amnesty Act to parliament. The initiative is timed to the declared "Year of the Constitution and Sovereignty" in Azerbaijan in 2025 and the restoration of the country's sovereignty over its entire territory, the authorities stated. The parliament adopted the corresponding law. More than 18,000 people in Azerbaijan were released from further serving their sentences under the amnesty, the Azerbaijani Ministry of Justice reported on April 3. The amnesty only affected those political prisoners whose sentences were already coming to an end, human rights defenders noted.

"According to Salaev's family members, on the evening of September 3, they pursued his car. Three cars followed him all the way to his home in Salyan. Around noon on Friday, Alizamin Salaev went to the local police with a young man named Rovshan Bagirov, who had turned to him for help, to resolve an unjustified monetary fine imposed on him for 'violating traffic rules'. Then contact with both was lost. Calls to Salaev's mobile phone did not go through at all, and Bagirov did not answer calls," Adilov said.
According to him, by evening it became known that Salaev had been administratively arrested for 30 days, presumably on charges of 'petty hooliganism' and 'disobedience to the police'. "But these are fabricated charges. The man was released just a month ago, and now he has been arrested again. It is obvious that he is being punished for not bending, despite repeated arrests on criminal and administrative cases, and continues his opposition activities, as well as actively participates in the protection of citizens' rights. Confirmation that he was arrested for political activities is that after Salaev's detention, his accounts on Facebook*, TikTok, and other social networks were deleted. Apparently, this happened after the police seized his mobile phone," Adilov continued.

Salaev has previously been subjected to arrests. Recall that on April 20, 2020, he was found guilty of defamation and insult and sentenced to two years and three months in prison. The basis for the charges was a publication on social media of a video criticizing a police officer. In January 2022, he was released early under an amnesty. In July of the same year, he was administratively arrested for 30 days. In 2019, Salaev was subjected to administrative arrests four times. After his release, he talked about torture in the police.
