The prosecutor of Chechnya reported on the observance of the rights of inmates in the colony in the Naursky district.

In correctional colony No. 2 in the Naursky district, proper conditions for serving sentences have been ensured, reported the prosecutor of Chechnya, Arsan Adaev, following an inspection. Previously, inmates of this colony had repeatedly complained about violations of their rights.

On August 28, prosecutor Arsan Adaev conducted an inspection regarding the conditions of the convicted individuals in correctional colony No. 2 (IK-2) in the Naursky district.

The inspection involved the head of the Federal Penitentiary Service for Chechnya, the human rights commissioner in the republic, the chairperson of the regional Public Monitoring Commission (ONK), and specialists from regulatory bodies, reported the Chechen prosecutor's office on its website on August 28.

Adaev inspected the rooms for short-term and long-term visits, production facilities, the medical unit, the food block, and the premises where inmates are held. Conversations and personal receptions were held with the serving inmates. Following the inspection, the prosecutor assessed the conditions for serving sentences in IK-2 as generally proper, the agency reported.

It should be noted that the inmates held in IK-2 had previously repeatedly complained about violations of their rights. Violations in the institution were also identified by the prosecutor's office. For instance, on November 9, 2018, an inspection by the prosecutor's office of IK-2 revealed violations of sanitary and fire safety standards in living quarters, the food block, and the medical unit, violations of the labor rights of inmates and legislation regarding the provision of medical assistance to them, as well as illegal application of measures of encouragement and punishment. Eleven employees of the colony were held accountable, and the identified violations were rectified, the Chechen prosecutor's office reported at that time.

"Caucasian Knot" also reported that on January 5 of this year, it became known about the death in the SVO zone of a native of the village of Shalazhi Anzor Chergizov – he was serving a sentence in the colony. According to relatives, Chergizov complained about systematic monetary extortion by the administration. One internet resource claimed that shortly before the end of his sentence, he was allegedly forcibly sent from the colony to the combat zone after he, along with other inmates, complained to the head of Chechnya Ramzan Kadyrov about the conditions of detention.

On March 19, 2025, it became known about a collective complaint from more than 50 inmates of the colony to the head of Chechnya, Ramzan Kadyrov. The authors of the appeal reported monetary extortion, confiscation of personal belongings, and other violations. After the complaint was made public, sources reported a tightening of detention conditions, restrictions on receiving food, and depriving inmates of access to certain food products.

Later, the Federal Penitentiary Service for Chechnya denied reports of violations in the colony. The statement from the Federal Penitentiary Service referred to colony No. 2. The agency stated that since 2024, no complaints from inmates about abuse of office by employees had been received in the administration of colony No. 2, and no violations in the organization of food and receipt of products in parcels and transfers had been identified.
