The former head of the defense plant in Taganrog is suspected of fraud.

The former general director of JSC "Zvezda-Strela" has become a defendant in a criminal case regarding fraud in the execution of a state defense order, causing damage of more than 110 million rubles.

As reported by "Caucasian Knot", in November 2022, the FSB management for the Rostov region announced the arrest of the head of the "Zvezda-Strela" enterprise, who was suspected of embezzling 15 million rubles. In June 2024, the director of "Zvezda-Strela", Vladimir Maslensky, was sentenced to four years in a penal colony. He was found guilty of embezzling 42 million rubles from the Ministry of Defense of Russia. In March, the cassation court reduced his sentence to three years and two months.

The enterprise "Zvezda-Strela", established in 2004, produces containers for the storage and transportation of ammunition, as well as fuel distributors for jet engines. In addition, it is involved in the construction and repair of residential and non-residential buildings and trades in metal products wholesale, according to data on the website of the corporation "Tactical Missile Armament", which includes "Zvezda-Strela".

The investigation has established that the former general director of JSC "Zvezda-Strela", one of the co-executors of the state defense order, as well as the former head of the 567th military representation of the Ministry of Defense of Russia, in 2025 intentionally provided false information in the economic documentation about the cost of one of the products. As a result, the Ministry of Defense suffered damage amounting to over 110 million rubles, reports "Interfax" citing the press service of the FSB for the Rostov region.

As clarified by the press service of the law enforcement agency, this concerns another leader of JSC "Zvezda-Strela", not the previously convicted former general director Vladimir Maslensky.

A criminal case has been initiated against the suspects under articles on fraud , abuse of official powers in the execution of a state defense order , as well as receiving and giving bribes. One of the suspects is under house arrest, while the others are under a travel ban.

This concerns the former general director of JSC "Zvezda-Strela", entrepreneur Dmitry Misyura, and the former head of the military representation of the Ministry of Defense of Russia, Denis Kolomiytsev, reports "Kommersant" citing a source in law enforcement agencies.

"Caucasian Knot" also reported that in July 2024, the court sentenced the head of the economic department of the "Zvezda-Strela" enterprise, Lydia Agapova, to two years in a penal colony, and the director of the Taganrog foundry, Konstantin Slin'ko, to two and a half years in a penal colony, finding them guilty of fraud with funds from the Ministry of Defense of Russia.
