The fact of the plaster collapse in the kindergarten is being investigated in Dagestan.
A criminal case for providing services that do not meet safety requirements has been initiated after plaster fell on a bed in a kindergarten in the village of Gunib. There were no children in the room at the time.
On Sunday, information appeared in several Dagestani Telegram channels that in the village of Gunib, in a kindergarten that opened in March 2024, plaster fell from the ceiling directly onto children's beds - there were no children in the bedroom at that moment. The regional prosecutor's office reported that an investigation is underway.
At the same time, the Gunib inter-district prosecutor's office has begun supervisory activities. The agency will establish the causes of the finishing collapse, as well as check the legality of past repairs, the quality of contracts, and compliance with safety standards for children. The results of the investigation and the prosecutor's check are under special control, reports RIA "Dagestan".
"A criminal case has been initiated by the Gunib inter-district investigative department on the grounds of a crime provided for in paragraph "b" of part 2 of article 238 of the Criminal Code of the Russian Federation. In one of the rooms of the kindergarten, part of the plaster covering collapsed, resulting in large fragments of finishing materials falling onto the beds located in the room. At the time of the incident, there were no children in the room," the supervisory agency's message states.
The Investigative Committee of Dagestan has initiated a criminal case. A report on the progress of the investigation into the incident at the kindergarten will be presented to the Chairman of the Investigative Committee of Russia. Investigators are conducting a range of activities aimed at establishing all the circumstances of the incident and identifying those responsible, reports the Investigative Committee of Dagestan.
A representative of the contracting company provided clarifications regarding the situation with the kindergarten in Gunib, reports the publication "Novoe Delo".
"In connection with the publication about the condition of kindergarten No. 3 in Gunib, I find it necessary to provide explanations and protect the business reputation of our company. I would like to emphasize that the kindergarten was built in accordance with the project documentation and accepted in the established manner. The facility underwent the necessary acceptance procedures, including with the participation of the relevant services. Therefore, statements about alleged 'sloppiness' during construction and the unprofessionalism of the contractor are not true," the publication quotes the representative of the construction company.
According to the representative, the facility was put into operation, and the responsibility for proper and correct operation lies with the management of the Gunib district. However, company employees found that the drainage system on the roof had not been cleared of leaves and other debris. This circumstance also contributed to the dampness in the premises.
According to the current conclusions of specialists, the cause of the dampness and subsequent plaster collapse was water entering the structure. Damage to the waterproofing covering was found on the roof - holes through which water penetrated inside. According to the contractor's specialists, this damage was done intentionally. Ensuring the safety of the commissioned facility is the responsibility of the municipality.
In addition, all water from the roof of the neighboring building flows under the foundation of this kindergarten. As a result, rainwater and meltwater have been entering the area of the basement for a long time. This led to constant moisture in the structures and the appearance of dampness. "We have repeatedly pointed out this problem. This issue falls under the competence of the management of the Gunib district, not the contractor," the statement emphasizes.
The construction company is convinced that it is necessary to figure out where the water came from, how it got into the structures, and why the waterproofing was damaged. It is these questions that specialists and expertise should answer.
"We have nothing to hide. Our company has done its job and is ready to be held accountable within its responsibilities. But we will also protect our business reputation from unfounded accusations," the construction company concluded.
The kindergarten for 60 places in Gunib opened on March 13, 2024. The facility was built from November 2022 as part of the national project "Demography," which was initiated by the President of Russia, reported the publication "Dagestanskaya Pravda".
At the opening, the Deputy Chairman of the Government of Dagestan Muslim Telyakov, deputies of the regional People's Assembly Magomed Kudiamagomedov and Mahmuddibir Karimov, Deputy Minister of Education and Science Khalid Nurmagomedov, and the head of the Gunib district Rasul Guseynov were present.
"Caucasian Knot" also reported that the prosecutor's office transferred the case of the head of the kindergarten "Chudo" to the Karabudakhkent District Court, where in early February 10 children were poisoned by carbon monoxide.
