Azerbaijan has declared three propagandists from Russia wanted.

The Prosecutor General's Office of Azerbaijan has initiated a criminal case against Russian media experts Ivan Knyazev, Alexey Chadaev, and Semyon Uralov, accusing them of public calls for violent change of the constitutional order and violation of the territorial integrity of the country, terrorism, and incitement of national hatred. All three have been declared wanted and arrested in absentia.

The subjects of the case are the host of the "Moscow 24" channel Ivan Knyazev, advisor to the Minister of Transport of Russia and Russian television journalist Alexey Chadaev, as well as Semyon Uralov, who presents himself as a political consultant and media expert. According to the Prosecutor General's Office of Azerbaijan, they called for the use of force against Baku for the violent change of the constitutional order of the country and violation of its territorial integrity.

The case is related to two episodes of the program "Purity of Understanding," published on Semyon Uralov's YouTube channel on July 14 and August 13, 2026. In the July program, "the participants discussed the use of violence against Azerbaijan," and in the August episode, in particular, they spoke about "holding people under the threat of physical destruction and their targeted elimination," the agency's statement, translated by the correspondent of "Caucasian Knot" says.

The podcast "Purity of Understanding" is an authorial project of technologist Alexey Chadaev and media technologist and writer Semyon Uralov, with journalist Ivan Knyazev moderating the discussion. The videos of the program have been published since October 2024 on the YouTube channel.

The criminal case has been initiated under articles on public calls for terrorism, anti-state calls, and incitement of national hatred and enmity (articles 214-2, 281.2 and 283.2.1 of the Criminal Code of Azerbaijan). Since all three accused are outside Azerbaijan, they have been declared wanted, and the court has issued a decision for their detention in absentia.

The Azerbaijani prosecutor's office also stated that it has appealed to the "competent authorities of partner states to establish the whereabouts of the accused, their detention, and transfer to Azerbaijani authorities." In addition, the agency intends to organize their international search through Interpol channels.

The specified programs on Semyon Uralov's YouTube channel were unavailable as of 21:55 Moscow time today; however, the Azerbaijani publication Haqqin.az published their detailed content and videos of the Russian experts' speeches, republished on the social network X.

The broadcast from July 14, 2026, was dedicated to the statements of the President of Azerbaijan Ilham Aliyev at the Shusha Media Forum - in particular, his words about supporting the sovereignty of Ukraine and criticizing the colonial past. The participants of the program discussed possible scenarios for destabilization and territorial division of Azerbaijan.

Alexey Chadaev, in particular, spoke about the possible use of ethnic factors to provoke separatism and civil conflict, and also suggested considering military intervention. "Then we need to think about how to strengthen the Caspian Fleet. Then we need to think about how to strengthen, accordingly, the military component on the borders of Southern Dagestan (...) Then we need to plan a landing operation in Baku. That's also an option," he stated, in particular.

In the episode from August 13, the rhetoric of the participants, according to the Azerbaijani prosecutor's office, contained calls for violence against representatives of the Azerbaijani leadership. "The only way to ensure compliance with agreements is to put those who do not comply under direct threat of physical destruction precisely for non-compliance (...) And to specifically target those who do not comply," Chadaev stated in this episode.

Uralov, for his part, questioned the sovereignty of the former Soviet republics. "Under Russian jurisdiction, any person born on the territory of the Soviet Union before 1991 is responsible (...) Even if you are from Baku, you are the President of Azerbaijan - no, you are a citizen of the Soviet Union (...) We are the successors, so we have the right to judge you by our laws," he stated.

Earlier today, it became known that the head of the Azerbaijani diaspora in Moscow, Bakhtiyar Gasanov, was deported from Russia to Azerbaijan. Gasanov had previously attempted to appeal the decision on his expulsion, but the court rejected the appeal.

"Caucasian Knot" also reported that in December 2022, the Prosecutor General of Azerbaijan initiated a criminal case against the former leading expert of the Center for Military-Political Studies of the Moscow State Institute of International Relations (MGIMO) of Russia, Doctor of Law Mikhail Alexandrov for calls to unleash aggressive war, threats of terrorism, and incitement of national hatred. The basis for initiating the case was an interview in which Alexandrov called to "shell with missiles and completely destroy the entire oil industry and energy system of Azerbaijan." After these words, he was dismissed from MGIMO.
