Residents of the Nalchik dormitory asked Bastrykin to expedite the relocation.

The emergency dormitory on Ingushskaya Street in Nalchik was supposed to be evacuated several years ago; the remaining residents asked the head of the Investigative Committee to expedite the relocation.

As reported by "Caucasian Knot", residents of emergency houses in Nalchik periodically demand to expedite their relocation. On June 18, it became known that the head of the Investigative Committee of Russia, Alexander Bastrykin, demanded a report on the delays in relocating residents of the emergency dormitory on Ingushskaya Street. Cracks in the walls of the emergency house in Nalchik are increasing, and the risk of its collapse is rising, while officials have once again postponed the relocation deadlines, residents of the house complained.

Residents of the emergency dormitory at 12 Ingushskaya Street in Nalchik sent a letter to the Head of the Investigative Committee of Russia, Alexander Bastrykin. They are asking for his assistance in their relocation.

“We have been living in this dormitory since the 90s. The dormitory is of corridor type with a shared kitchen, shared bathroom, and shared shower room. A total of 56 families lived in the dormitory. In 2021, 16 families were provided with apartments in a new microdistrict on Shogenova Street. We remained in the dormitory; it seems that the city and republic authorities have forgotten about us, even though the building has been recognized as emergency, and we were supposed to be relocated several years ago,” the letter states.

The authors report that they received rooms in the dormitory while working at the Nalchik leather goods factory. They were also placed on the waiting list for housing at the Nalchik administration. However, after the factory was closed, the dormitory building was transferred to municipal ownership, and all its residents were removed from the city waiting list.

A resident of the dormitory Fatima Alakaeva told a correspondent of the “Caucasian Knot” that since the building was constructed in 1974, it has never undergone major repairs.

"The roof of the building is leaking, the ceilings are collapsing, the engineering systems are worn out, the basement is flooded, and the common areas have become unusable and are beyond repair. We live in conditions that are hard to imagine - dampness, mold, mildew, crumbling plaster, and using the shower and toilet is a particular problem,” she said.

According to the residents of the dormitory, this is already their second appeal to Bastrykin.

They sent their first appeal in early June. After that, they learned that the head of the Investigative Committee demanded to expedite their relocation.

“Just yesterday, representatives from the prosecutor's office and the Nalchik administration came to us. I showed them everything and told them about the conditions we live in. They took photos and promised us that they would take measures to relocate some residents, those who have been living here for a long time. According to them, the relocation will happen by September 1,” Alakaeva said.

Authorities also promised to relocate residents from other dormitories that are in the most unsatisfactory condition.

"Caucasian Knot" also reported that emergency dormitories on Musukaeva and Ingushskaya Streets in Nalchik have been included in the municipal targeted relocation program since 2022, which as of February 2026 has not been funded for a year. Residents of these houses have asked officials to expedite their relocation, complaining about difficult living conditions.

At the end of 2025, the progress of the relocation program from emergency housing was discussed in the Parliament of KBR. It was mentioned that there are still 31 dormitories in Nalchik that require relocation. In addition, the housing stock of the city is aging. Since 2022, nine more houses have been recognized as emergency and require inclusion in the relocation program. The total area of housing unsuitable for living in the republic exceeds 35,000 square meters. To fully resolve the problem, two billion rubles will be needed. Meanwhile, authorities noted that there is a "decrease in funding volumes."
