As reported by "Caucasian Knot", law enforcement officers in Kaspiysk recorded on video the public apologies of two children for the cruel treatment of a kitten.
A systematic approach is needed to prevent child cruelty
Cruelty to animals almost always indicates psychological problems, believes psychologist Tatyana Kotova.
"Such behavior is usually a consequence of inability and ineffectiveness in solving one's own psychological problems, which are usually rooted in the family," she told a correspondent of "Caucasian Knot".
According to her, the most effective way to combat such behavior is to consult a psychologist.
"But the whole family should seek help, plus support from the school is needed," she stated.
This will not correct their behavior
Regarding the publication of video recordings with apologies, Kotova believed that this would bring no benefit.
"If faces are visible, this can have quite negative consequences – bullying, etc. And this will not correct their behavior at all," she emphasized.
In the video, where the children are sitting in the office of a law enforcement officer, published on the Telegram channel "Criminal Chronicle," run by the head of the press service of the Ministry of Internal Affairs of Dagestan, Gayana Garieva (the recording is partially posted here, without the actual apologies), and other Dagestani Telegram channels, the children's faces are blurred, as is the face of the man accompanying them.
A lawyer, speaking on condition of anonymity, noted that if the publication of such videos occurred with the consent of the minors themselves (if they are over 14 years old) or their legal representatives (if they are under 14), then there are no violations.
"If there was no consent, then the publication violates the child's right to privacy (Article 23, 24 of the Constitution of the Russian Federation), the right to protect their image (according to Article 152.1 of the Civil Code of the Russian Federation and Federal Law-152 "On Personal Data," the distribution of an image of a minor without the consent of their legal representatives is prohibited, exceptions are possible only in cases where the use of the image is carried out in state, public, or public interests, or the child posed for payment, or if it is necessary to protect the rights and legitimate interests of the child), the right to protection from information harmful to health and development (Federal Law No. 436-FZ of December 29, 2010). In this case, parents have the right to demand the removal of such video recordings," he noted.

The lawyer emphasized that such video recordings cannot be considered a preventive measure, but rather cause harm. "They create an atmosphere of publicity and stigmatization, which can lead to bullying and psychological trauma. Moreover, such videos do not solve the problem, but only document it, which in the long run may provoke new incidents," he concluded.
The head of the "Civic Assistance" committee Svetlana Gannushkina noted that the practice of such video apologies clearly came to Dagestan from Chechnya.
She emphasized that "such things can cause psychological trauma to children."

Dagestani animal rights activist Irina Karpova sadly noted that in Dagestan, cruelty to animals is "100% widespread."
"This is largely due to upbringing. A dog, for example, is considered a haram animal for Muslims. But when it comes to cats, which were the beloved animals of the Prophet Muhammad, there is probably just complete neglect of children. They are not given attention, they watch all sorts of horror stories on TV, computers, or phones in the form of cartoons and movies, and absorb all of this," she told a correspondent of "Caucasian Knot".
A new video of the mockery of a kitten has appeared online
On August 4, the Telegram channel Mash Gor posted a video in which a boy throws a kitten down the stairs in an entrance. According to the Telegram channel, the recording was made in Makhachkala.
"Cameras captured the execution in the entrance of a house on Shamil Street. Judging by what is happening in the video, the child tried to cover the victim so that the murder would not be caught on video. That is, he clearly understood what he was doing. The kitten died, neighbors are looking for the boy's parents and asking the police to investigate," the description of the video says.
