Against the backdrop of rain and gusty winds in the Rostov region, the police, rescue service, gas and utility services became unavailable, and in some cases, specialists did not arrive for several hours, local residents complained on Telegram.
As reported by "Caucasian Knot", on the evening of July 25, after the rains and gusty winds, problems with electricity supply arose in 15 cities and districts of the Rostov region, and in a number of areas, there were also issues with water supply.
On July 25, a powerful hurricane in Rostov-on-Don knocked down trees, tore down power lines, and overturned cars. Some streets and yards were flooded, noted "Bloknot Rostov-on-Don" on July 25.
Emergency services, despite the extremely negative weather conditions, are fully engaged in recovery work, reported the governor of the Rostov region, Yuri Slyusar, in his Telegram channel late last night.
He urged residents to stay home if possible and not to go outside unless absolutely necessary.

"I am sitting in a car that has been crushed by a tree, and I can't get out, I can't reach anyone either. All rescue services are unavailable," wrote Alina.
"I couldn't reach the gas workers or the number 112. At Dolomanovskaya, 1, the gas pipe was torn off the facade. Whether this is a critical problem or not, but it is concerning," noted Elena Ivanova.
"Podvoiskogo, 37, the electrical panel is flooding. About 600 residents of the apartment building are abandoned. No one is addressing the causes of the flooding. I couldn't reach anyone," indicated Andrey.

Commenters also complained about the lack of response from emergency and rescue services. "The management company has left people to fend for themselves. No work is being done to eliminate the emergency, there are no on-duty electricians or representatives of the management company on site," wrote Yana.
"Since 18:00 no one has arrived, half of Bataisk is without electricity, Gorkogo, 144, is without electricity and water supply," noted Tatyana Ogurtsova.

Some users criticized the authorities and the state of the utility infrastructure, pointing out that there were problems with its maintenance even before the bad weather.
"I read my fellow countrymen and understand that we are simply abandoned! No one even tries to create the illusion that someone is doing something. We are not needed by anyone," stated a user N Didi.
"Shame on the authorities. They have brought the city to complete ruin," stated Tatyana Polonskaya.
In other comments, residents also complained about prolonged power and water outages in various settlements in the region, including Rostov-on-Don, Bataisk, Aksai, Gukovo, and Novoshakhtinsk.
Commenters also pointed out the state of the stormwater drainage and the lack of generators at pumping stations. They complained that they could not cook food, criticized officials for disruptions in public transport, rising taxi costs, and the inability to buy gasoline in canisters for generators.
