The orphan from Derbent has restored his housing rights.

The court in Derbent ordered officials to provide an apartment for an orphan who has been seeking his legally entitled housing for ten years.

The Derbent city court granted the claim of a local resident who is an orphan and has been unable to obtain the apartment he is entitled to by law since 2016.

Local administration officials stated in court that there is a lack of funding and a long queue. According to them, funding is insufficient and a limited number of apartments are purchased each year, reported RIA "Dagestan" on July 25.

The court indicated that if a person is an orphan, they have the right to receive a well-equipped living space from the age of 18. This right is unconditional regardless of the state of the city budget and the number of people in the queue. The court ordered the administration to provide housing to the orphan out of turn, the agency noted.

"Caucasian Knot" also reported that orphans from Dagestan periodically complain about violations of their housing rights. Thus, on July 25, it became known that the prosecutor's office of the Volgograd region denied Elena Mikhailova, a graduate of the Khasavyurt orphanage, the right to be included in the list for housing due to the absence of a document on the deprivation of parental rights of her mother.

In early June of this year, a story from a resident of Makhachkala about a young man, Magomedfazil Kurbetov, who has been sleeping on a bench in a local park for a long time, caused a stir online. He is an orphan and has nowhere to live. Kurbetov himself stated in a video that he has been forced to sleep on the street for seven years. In response to the online outcry, Makhachkala officials promised to provide Kurbetov with the housing he is entitled to by law.

It should be noted that in Dagestan, law enforcement periodically opens criminal cases against officials for housing fraud involving orphans. For instance, at the end of September 2024, the head of the property management committee of Makhachkala purchased 47 apartments in an uninhabitable apartment building and then issued them to orphans as their legally entitled housing.
