Residents of the flood-affected village of Adilyotar in the Khasavyurt district received compensation for property loss, but the amount only covered part of the damage: crops were affected, livestock perished, and house repairs are needed. At the same time, housing certificates for those who lost their homes have still not been issued. The village head indicated that the authorities are doing everything necessary, but payments take time, and the livestock that arrived in the village is being distributed to those in greater need.

As reported by "Caucasian Knot", residents of the village of Adilyotar recorded a video appeal to Putin asking him to take personal control of the situation regarding payments and the issuance of housing certificates to those affected by the spring floods in Dagestan.

Villagers are dissatisfied with the amount and timing of payments

Residents of Adilyotar told a correspondent of "Caucasian Knot" about life after the flood.

The house of Ayub, who works as a teacher at a school, was not destroyed but was damaged.

"Water did not enter my house, but the flow came into the yard. But of course, the house has damages, cracks have appeared in the foundation because it stood in water for a whole day," he said.

He received compensation payments from the state for lost property.

"They paid compensation - 78 thousand and 15 thousand. This only partially covers the expenses. Now I wanted to submit documents for major repairs to the housing," Ayub reported.

We currently have no home. They promised compensation for the construction of houses, we are waiting for housing certificates. We are living with relatives.

At the same time, he lamented that humanitarian aid bypassed him.

"For example, the 'Helping Hand' program. For some reason, I was not included there. They gave 300 thousand to the first group of victims, 200 thousand to the second group. I contacted the 'Hope' fund, they said they would help. But the 78 thousand given only partially compensates. Because I had pumps, electrical appliances, and all of this was damaged. And my parents had a garden: half garlic, half strawberries. The entire harvest perished. This is also not compensated," Ayub said.

Another resident of Adilyotar, pensioner Abdul Akhiev, completely lost his home as a result of the flood.

"We were flooded, and I completely demolished that house. We currently have no home. They promised compensation for the construction of houses, we are waiting for housing certificates. We are living with relatives," he said.

We had livestock, eight cows. Combines for haymaking and harvesting grain. All of this is gone.

He received compensation for property, but it also does not cover the value of everything that was lost.

"We received compensation for lost property. But we had livestock, eight cows. Combines for haymaking and harvesting grain. All of this is gone. So far, nothing is being restored," Abdul lamented.

Nadirbek is another resident of Adilyotar who lost his home. He is also a pensioner and is also waiting for a certificate.

"There were payments for property. We lost a refrigerator, a TV, and other things. We received 78 thousand per person and 15 thousand EDB. Those who had a complete loss of property received 156 thousand," he said.

Nadirbek, like his fellow villagers, also kept livestock.

"Sources of income - livestock and pension. We kept livestock for fattening. Now there is no livestock," he lamented.

The village head spoke about assistance to villagers

The head of the Adilyotar administration Abdulqadir Makhmaev told a correspondent of "Caucasian Knot" that the village administrations and district leadership are doing everything within their power to assist those affected by the flood.

No one has received payments for houses, so they are very worried.

"People simply do not have enough. There are no payments for houses yet, but all other payments, compensation for property have been made. And preparations are directly underway for the construction sites for these affected people. And this appeal is a cry from the soul of the population, who have not received housing certificates. No one has received payments for houses, so they are very worried and are reaching out. In principle, local and regional authorities are doing everything they can. Everything within their power," he said.

The head of the administration reported that humanitarian assistance for the construction of new houses was previously allocated by several funds.

"They have already started building their houses through charity. And work is underway for the construction of a school, funding is also available for the construction of a medical facility. Now the issue is determining the contractor. Also, funds have been allocated for the major repair of the House of Culture, and a contractor will also be determined. We are waiting for tenders to conclude a contract and determine a contractor. All documents for the construction of houses have already passed through the Ministry of Construction, we are just waiting for the first certificates," Makhmaev explained.

According to him, compensation for property and one-time payments to those affected have been made, but the situation with compensation for lost livestock is complicated.

"A total of 130 million rubles have been paid to people. Humanitarian assistance was allocated to increase the livestock population. Cows have been allocated. We received two batches of them and distributed them to those who lost them. The third batch is on the way, being transported today from the Saratov region. However, for those who lost 10-12 heads, we cannot compensate all of this. Humanitarian aid is offered to those who, from the perspective of the community, including imams, are in greater need," Makhmaev indicated.

Floods caused by heavy rains occurred in the North Caucasus in late March - early April and became one of the most destructive in recent years. In Dagestan, six people died as a result of the flooding.
