The former mayor of Kaspiysk has been detained in a bribery case.
Law enforcement officers detained the former head of Kaspiysk, Boris Gontzov, in Dagestan, sources in law enforcement agencies reported. The detention is related to a bribery case.
During his tenure as head of Kaspiysk, Boris Gontzov was repeatedly criticized by residents, including due to ongoing problems with water supply. "Caucasian Knot" reported that in January, the water supply to residents of Kaspiysk was disrupted for almost a week, and residents were not provided with water even two days after the authorities' promise. Residents of Kaspiysk complained about interruptions in water supply and the quality of tap water in the summer of 2025.
The detention of former head of Kaspiysk Boris Gontzov, who left office in June, was first reported by Dagestani Telegram channels "Ask Rasul" and "Only Facts" citing their sources. The latter channel noted that "the detention took place in Dagestan."
Soon after the first publications, the state news agency confirmed the information about Gontzov's detention. "The former mayor of the city of Kaspiysk in Dagestan has been detained in a bribery case," TASS reported, citing a source in the region's law enforcement agencies.
According to the agency, Gontzov has already been charged under the article on receiving a bribe on a particularly large scale (part 6 of article 290 of the Criminal Code of Russia). This article provides for a prison sentence of eight to fifteen years.
Boris Gontzov became the head of Kaspiysk in November 2020, shortly after Sergey Melikov was appointed acting head of Dagestan, and was considered part of Melikov's team. He left the position at his own request shortly after Melikov's departure, in early June 2026, noted Shamil Khadulaev, head of the Public Monitoring Commission of Dagestan, in his Telegram channel.
Gontzov is a native of the Kirov region, graduated from the St. Petersburg Higher Military Command School of the Ministry of Internal Affairs of Russia and the Military Academy of the General Staff of the Armed Forces of the Russian Federation, and holds the rank of Major General. At the time of his appointment as mayor of Kaspiysk, he was the first deputy commander of the Eastern District of the National Guard Troops, wrote "Chernovik."
According to the official declaration published on the "Declarations of Russia" website, Gontzov, with an annual income of 2.1 million rubles, purchased a new Mercedes-Benz GLC 300 in 2021. Such a 2020 model car is currently offered at a price ranging from 3.75 to 4.5 million rubles, considering mileage; the price of a new one in 2020 started at 6.8 million rubles, according to data from the Drom.ru website.
