More than 70,500 flood victims in Dagestan received payments, with 2.6 billion rubles allocated for this, reported the government of the republic.

As reported by "Caucasian Knot", according to the Ministry of Emergency Situations as of May 22, 274,000 applications were received from victims in Dagestan. By July 8, payments were received by 65,488 people, which is less than 24% of the total number of applicants.

More than 70,500 flood victims in Dagestan received payments, said the Chairman of the Government of Dagestan, Magomed Ramazanov, at a meeting of the Russian Government Commission for the Prevention and Elimination of Flood Consequences. The total amount of payments was 2.6 billion rubles.

In the republic, more than 50% of applications (1,958 applications) for social payments for damaged (requiring major repairs) and lost housing have also been accepted. The work will be completed by the end of the month, after which payments will begin, the government of Dagestan reported.

Work is also ongoing to process applications from those who did not have ownership documents for their housing. The mechanism, developed jointly with the Ministry of Construction of Russia, provides for judicial establishment of ownership rights for 1,268 residential premises. 728 claims for recognition of the right to use and own have already been filed, and positive court decisions have been issued for 46 of them, according to a message on the government's Telegram channel. According to the Prime Minister, only those for whom the damaged house was their only residence can receive payments.

"After the court decisions come into legal force, citizens register ownership rights at the Rosreestr Office in Dagestan, then apply to the Ministry of Construction of the republic for social payment designation. The ministry checks compliance with established criteria, including the absence of other housing, after which it sends applications for funding to the Ministry of Construction of Russia along with the court decisions," Ramazanov explained.

"Caucasian Knot" also reported that in early July, residents of the village of Adilyotar in the Khasavyurt district recorded a video appeal to Putin asking him to take personal control of the situation with payments and the transfer of housing certificates to those affected by the spring flood in Dagestan.
