The introduction of restrictions on gasoline sales has not helped to avoid queues in southern Russia.
New restrictions on gasoline sales have been introduced in the Astrakhan region. Against the backdrop of a report from the authorities of Kuban about an increase in the number of functioning gas stations, Telegram users complain about long queues, while residents of the Volgograd region and North Ossetia complain about rising fuel prices.
As reported by "Caucasian Knot", motorists in Stavropol, Rostov, and Volgograd regions continue to complain about fuel shortages and long queues at gas stations. Residents of North Ossetia, outraged by rising prices and fuel shortages, demanded from the authorities to conduct large-scale inspections of private gas stations.
Restrictions on gasoline sales have been introduced in the Astrakhan region
A system of refueling on even and odd days has been introduced in the Astrakhan region. The governor of the Astrakhan region, Igor Babushkin, instructed to implement a system of refueling on even and odd days to stabilize the fuel situation at a meeting of the operational headquarters for fuel supply in the region. This means that on even days, cars with even numbers will be refueled, and on odd days, those with odd numbers.
In Astrakhan, 13 gas stations will operate according to a specific schedule, and gasoline will be dispensed strictly during specified hours. From 6 to 13 Moscow time, five of them will operate, from 12 to 20 Moscow time — three, and another five from 17:00 to 23:55 Moscow time, the press service of the governor of the Astrakhan region reported on July 8.
Astrakhan residents continue to behave as if the new rules do not exist. They gather at empty gas stations (which will not operate today or in the coming days), lining up from six in the morning at gas stations that will only start refueling at 5 PM according to the schedule. There are many "even" cars in the queues — those who are not supposed to refuel today, writes "Point A".
In North Ossetia and the Volgograd region, gasoline prices have unpleasantly surprised drivers
At federal network gas stations, the previous prices are still maintained, which are at least 20 points lower than those of private stations. However, the queue for cheap fuel at the gas station located on the Krasnogvardeysky Bridge averages 20 minutes. Here, no more than 30 liters of gasoline and 60 liters of diesel fuel are dispensed per person. Those who plan to fill up a full tank are asked to queue again. A traffic police crew is on duty nearby: the efforts of the traffic inspectors are aimed at preventing traffic jams on the road, the publication states.
At 24 gas stations in North Ossetia, all grades of gasoline and diesel fuel are available. 16 gas stations are closed. The remaining 46 gas stations are operating, but out of four grades of gasoline, 2-3 are available, reports the operational headquarters of the Ministry of Housing and Utilities of the Republic.
One resident of Volgograd also complained about the sharply rising prices.
In the village of Srednyaya Akhtuba on the regional highway 18R1, eyewitnesses filmed updated price tags at one of the gas stations, which are 30 rubles higher than the prices published by Rosstat. "This is some kind of robbery. I have never seen anything like this — 95 rubles per liter of A-92. It would be fine if it were 65-70 rubles, but 95 — this is madness. Diesel is not far behind. Here it costs more than 83 rubles per liter," reports "Vysota 102" quoting one of the motorists.
According to the man, the gas station had been closed for technical reasons for a long time, and when it resumed operations, it immediately raised prices. He is convinced that the Federal Antimonopoly Service should check the pricing.
Meanwhile, this morning in Volgograd, the queue for gasoline blocked the bus stop. An endless line of cars at the gas station on Gornaya Polyana blocked access to the "Energetic College" stop. Access for buses, electric buses, and minibuses is blocked. Only one of the drivers stopped and picked up people right on the roadway, writes "Bloknot Volgograd".
Almost one-fifth of gas stations in Kuban are closed
The operational headquarters of the Krasnodar Territory reported that in the last 24 hours, 36 gas stations in the region resumed operations. Out of more than 1,000 gas stations in the region, 192 remain closed (about 19% of all gas stations). The most tense situation is in Anapa, Novorossiysk, Gelendzhik, and the Krymsky district, the message states.
As of the morning of July 9, Krasnodar had 63 gas stations operating. A-92 was available at 33 gas stations, A-95 at the same number, A-100 at 11 gas stations, and diesel fuel at 59 gas stations. At several gas stations, owners have imposed restrictions — fuel is only dispensed into tanks, and at most gas stations, there continues to be a limit on fuel dispensing of 20-30 liters per vehicle. Another 40 gas stations are temporarily not dispensing fuel, and 11 facilities are closed for repairs/rebranding, reported the municipal management center of Krasnodar.
In Novorossiysk, as of the morning, 25 gas stations were operating, three of which were dispensing fuel only with fuel cards. 10 gas stations were closed, the city administration informed in its Telegram channel.
Residents of Anapa complained about long queues
In Anapa, as of this morning, 26 gas stations were operating. At 10 gas stations, owners have imposed restrictions — fuel is dispensed only with fuel cards and for special transport. At 13 gas stations, there are restrictions on fuel dispensing into tanks by volume, the Anapa mayor's office reported in its Telegram channel.

Bloggers Max Anapsky published a message from a local resident in his Telegram channel.
"Today at the gas station in Rassvet, I stood in line for 4 hours and 20 minutes, but I filled up 30 liters. Almost all gasoline was available, except for 92. Cossacks and police were present," she wrote, noting that there were people at the gas station filling gasoline into multiple canisters. They claimed to be "from the administration," but did not specify from which one.
"Yesterday I stood at Rosneft for 3 hours, until 2 AM. There were no problems in the queue, but there were no Cossacks or police yesterday. The day before, I stood even longer, and they were there... But there was no difference," noted Al.
This same message in the Telegram channel "Typical Anapa" received 22 comments.
"There should be traffic police officers on duty at every gas station to fine, up to revoking driver's licenses for six months. Otherwise, this lawlessness will remain. Smart drivers who cut in line should also be affected," believes Mariya Pichugina.
"What did you think!? The administration will stand in line for gasoline!? Here comes the whole administration, distributes gasoline for private cars, and everything is fine, they have no problems, while you stand for your crust of bread," was outraged Alexander B.
"Remove all 'helpers' and 'controllers' from the gas stations and leave only representatives of law enforcement, because we have two buildings of administration, how many people are in each building? And everyone has relatives, friends, etc. The controllers do too, and they are not burdened by the law and oath in their duties, so they are free to do what is beneficial to them," suggested SVB.

The fuel problem arose against the backdrop of attacks on oil refineries, including those located in southern Russia. Thus, on June 10, a fire occurred at the oil refinery in the village of Afipsky. On June 5, a fuel depot in Ust-Labinsk caught fire, requiring the evacuation of residents of nearby houses. On June 2, a fire broke out at the oil refinery in the village of Ilsk in the Seversky district as a result of a drone attack. The fire was extinguished the same day.
