Less than 24% of applicants received payments after the flood in Dagestan

Assistance for applications from residents of Dagestan affected by the flood was received by 65.5 thousand people, which is less than 24% of the total number of applicants.

As reported by "Caucasian Knot", according to the Ministry of Emergency Situations as of May 22, 274 thousand applications were received from the affected in Dagestan. By July 2, the total amount of payments for applications from residents of Dagestan affected by the flood reached 2.2 billion rubles. Assistance was received by over 60 thousand people, which is less than 22% of the total number of applicants.

"Caucasian Knot" prepared a detailed memo that will help understand who is entitled to payments, what amounts are provided, what documents are needed, and how to act if some papers are missing.

The acting Vice Prime Minister of Dagestan, Abdurakhman Makhmudov, reported today on payments at a meeting of the working group on providing residents with one-time material and financial assistance due to the loss of essential property as a result of the flood, the press service of the Dagestan government reported on its Telegram channel.

The official noted that a total of 65,488 payments have been made: including one-time material assistance - 47,889 payments, financial assistance for the loss of essential property - 17,573 payments.

According to Makhmudov, special emphasis has been placed on the Derbent and Karabudakhkent districts, as well as the cities of Dagestanskie Ogni and Makhachkala, where there are still a significant number of complaints and unprocessed appeals. Indicators for reviewing applications from residents of the Kulinsky district have also been clarified. Systemic problems and frequent reasons for refusals in payments have also been reviewed.

The acting Minister of Labor and Social Development of the region, Magomedzagid Kihasurov, reported at the meeting that the acceptance of applications from the population for one-time financial assistance will continue until September 1, 2026.

The Deputy Minister of Construction, Salam Gasayev, in turn, informed that the acceptance of applications for payments for lost or damaged housing in the Magaramkent and Dakhadayev districts and Kaspiysk is ongoing. The acceptance of documents is planned to be completed by July 25.

The restoration of residential houses after the devastating landslides in the villages of the Dakhadayev district has fallen on the shoulders of the villagers themselves. The amounts of compensation received by only some of the affected do not cover the real costs, but mainly local residents rely on a strong tradition of mutual assistance.

The Ministry of Property of Dagestan reported that "work has been organized for the expedited registration of property rights. About 100 applications have already been sent to the Rosreestr, where the documents for obtaining payments for citizens are being processed in an expedited two-day mode," the regional government said in a statement.

"Caucasian Knot" also reported that in early July, residents of the village of Adilyotar in the Khasavyurt district recorded a video appeal to Putin asking him to take personal control of the situation with payments and the transfer of housing certificates to those affected by the spring flood in Dagestan.

Floods caused by heavy rains began in the North Caucasus in late March and became one of the most destructive in recent years.
