Entrepreneurs from the "Oasis" beach in Makhachkala complained to Shchukin about law enforcement officers.

Owners of retail outlets on the Makhachkala beach "Oasis" recorded a video appeal to the acting head of Dagestan, Fyodor Shchukin, complaining that law enforcement officers do not allow them to work, as the court annulled the lease agreement of the previous tenants. The beach has fallen into a state of disrepair, and the entrepreneurs are suffering losses, the authors of the appeal reported.

The video appeal from the owners of retail outlets on the Makhachkala beach "Oasis" was published on Instagram*-public tut.dagestan on July 3.

"Dear Fyodor Vyacheslavovich, Magomed Ramazanovich! <…> Please be kind and help us resolve this issue in a positive way. We all sincerely ask you," said a woman in the video who read the collective appeal.

She explained that the team at the "Oasis" beach has been engaged in entrepreneurial activities for about 15 years. Since the lease agreement of the previous tenants was annulled by court decision, the owners of the retail outlets are not allowed to work, and the beach is in an improper state, the authors of the appeal stated.

"We ask you to pay attention to our problems and help us with this issue. 30 people will be left without means of livelihood. Some have loans, debts, families among us. Please, hear us. See us. Help us resolve this issue. It shouldn't be like this: so many people, so many investments. So many people worked, and to lose all of this in an instant – it's wrong," the woman read from a sheet of paper.

Part of the beach is in a state of disrepair. Tourists and volunteers are independently restoring it, she continued. "Who is preventing us from opening our retail outlets? Please be kind, let us work. There are less than two months left until the end of the season, this is seasonal work, and we are not making millions here," the entrepreneur emphasized.

This post in the Instagram*-public tut.dagestan, which has about 1.6 million users, had garnered 2530 likes and 271 comments as of 09:10 MSK on June 4. Many of the authors supported the entrepreneurs.

"It used to be a very good beach, now it's terrible there. Of course, we shouldn't overdo it with the shops and houses, they have already started building everything. I hope they will restore this beach to a normal state," emphasized user z.djavri_knit.

Another part of the users sided with the officials. "It's right not to allow them. They were making money off the vacationers. Who was cleaning there? Key words: retail outlets," stated user mir__05_67.

As of 09:10 MSK on July 4, there were no comments regarding the video appeal from the owners of retail outlets on the "Oasis" beach on the websites of the head and government of Dagestan.

"Caucasian Knot" also reported that in May 2025, monitoring of the condition of beach areas in Dagestan showed non-compliance with standards in 12 out of 21 water samples taken by Rospotrebnadzor. In Makhachkala and Kaspiysk, all 11 samples taken there did not meet the standards. Almost the entire coastline in Dagestan is dangerous for swimming, as sewage is discharged into the sea, ecologists pointed out.

Rospotrebnadzor has repeatedly imposed bans on swimming near the beaches of Makhachkala, explaining this by the risk of infection with parasitic and intestinal infections. In 2021, local residents demanded to eliminate the unsanitary conditions on the beaches instead of closing them.
