The case of embezzlement during the construction of wastewater treatment facilities in Volgograd has been transferred to the court.
The Prosecutor's Office of the Volgograd Region has sent a criminal case regarding fraud in the construction of wastewater treatment facilities on the Hungry Island for an amount exceeding 190 million rubles to the court.
As reported by "Caucasian Knot", shift workers of JSC "Aquatic" from Hungry Island refused to go to work since December 16, 2020. They demanded that the management provide all employees with personal protective equipment and work clothing for winter, index salaries to the average level, and pay them, as stipulated in the contract, twice a month. At the end of December, after their strike, the workers were issued winter workwear.
The administration of Volgograd signed a contract with JSC "Aquatic" for the construction of a biological wastewater treatment facility complex on Hungry Island, according to a message from November 8, 2019, on the Volgograd city hall website. A new treatment station is being built on the island, which will receive municipal wastewater from almost all of Volgograd. The facility is part of the regional project "Preservation and Prevention of Pollution of the Volga River in the Volgograd Region" of the national project "Ecology", reported "Height 102".
The Prosecutor's Office of the Volgograd Region has transferred a criminal case regarding multi-million embezzlement during the construction of wastewater treatment facilities on Hungry Island to the court. The case involves not only the head of the general contractor, LLC "Aquatic", but also two subcontractors, reports the publication V1.ru.
The investigation established that the accused, being contractors and subcontractors under a municipal contract for the construction of the first phase of biological treatment facilities on Hungry Island in Volgograd, embezzled more than 190 million rubles from December 2020 to March 2023, informs the Prosecutor's Office of the Volgograd Region on its page on "VKontakte".
The embezzlement was carried out by replacing equipment with cheaper alternatives. At the same time, no changes were made to the design and estimate documentation, and the contract price was not reduced.
The supervisory authority explained that during the investigation, assets worth more than 206 million rubles were seized from the suspects. The Central District Court of Volgograd will consider the criminal case on charges of large-scale fraud .
The administration of Volgograd regularly issued reports on the progress of work on Hungry Island. The wastewater treatment facilities located here ensure the treatment of wastewater from 6 districts of the city. According to the city hall, the connection of the under-construction bio-treatment block with the existing facilities was supposed to form a single complex with high efficiency and environmental friendliness, wrote the publication "Height 102".
The construction of the facility, the city hall emphasized, is part of the activities of the 10-year comprehensive development program for Volgograd.
At the end of June, the authorities of Volgograd announced a procurement for the development of a project for the reconstruction of the sewage treatment facilities on Hungry Island. The initial price of the contract is 30.2 million rubles. The customer is the municipal unitary enterprise "City Water Canal of Volgograd". The contractor is to develop technical solutions for the completion of the third block of the station and the reconstruction of the first block. Currently, the station serves 785 thousand people, but two of the three blocks are not operating at full capacity, reported "Kommersant".
"Caucasian Knot" also reported that at the end of February, Rosprirodnadzor demanded that the company "Water Supply Concessions" pay 11.2 million rubles for wastewater spill in the dendrology area in Volgograd. According to the agency's specialists, the area of contamination was 1,750 square meters.
