The video of Adam Kadyrov violating traffic rules is sufficient for holding him accountable.

The video in which Adam Kadyrov crosses a double solid line and exceeds the speed limit by 2.5 times may serve as grounds for an administrative case, lawyers indicated. By posting such videos, the son of the head of Chechnya boasts of his impunity, emphasized the human rights activist.

As reported by "Caucasian Knot", less than six months ago, on January 16, sources reported that the convoy of Ramzan Kadyrov's third son was involved in a traffic accident in Grozny, injuring Adam Kadyrov himself and his companions. For three weeks after the reports of the accident, Adam Kadyrov maintained relative activity on social media but did not publish any new images. On February 9, Ramzan Kadyrov mentioned the traffic accident involving his third son Adam for the first time, calling all media publications about the incident a "leak." On February 10, he published a short video of a "late dinner," in which he showcased his third son Adam for the first time in over three weeks. Social media users found the video strange, as the quality and duration of the recording only raised new questions in the social network.

The son of the head of Chechnya posted a video with multiple traffic violations

A video has been published in which Adam Kadyrov violates traffic rules.

Adam Kadyrov first shows the road from a first-person perspective, then switches to the front camera, shows himself and a passenger, and then switches back to the main camera. The car is driving over a double solid line. According to the speedometer reading, by the end of the 13-second video, the car accelerates to 112 km/h within the populated area. A speed limit sign of 50 km/h is captured in the video, which "Verstka" noted.

The video itself is posted on the Instagram account **teamdustum13, it has gathered 7 comments, six of which are approving, and only in one case does the commenter mention crossing the double solid line.

Crossing a double solid line is classified as entering the oncoming lane, which under part 4 of article 12.15 of the Administrative Offenses Code of the Russian Federation entails a fine of 7500 rubles or deprivation of rights for 4-6 months. Exceeding the speed limit by more than 60 but not more than 80 kilometers per hour under part 4 of article 12.9 of the Administrative Offenses Code entails a fine of 3000 to 3750 rubles or deprivation of the right to drive vehicles for a period of four to six months. Using a phone while driving, according to article 12.36.1 of the Administrative Offenses Code, is punishable by a fine of 1500 rubles.

Lawyers considered the publication of the video sufficient for holding him accountable

Lawyer Abusupyan Gaitayev believes that the video alone is enough to initiate an investigation and possibly open a case.

"An administrative case is initiated based on the fact, the person is identified later. And both types of administrative offenses are considered together, and the punishment is cumulative," he told a correspondent of "Caucasian Knot".

Lawyer Timofey Shirokov also believes that the mere publication of the video is sufficient for law enforcement actions.

"For initiating an administrative case, of course, this is enough. Especially if it has made it to the network. But there is another question. If they really want to, they can always refuse to initiate a case. They can say that the information was obtained from unidentified sources. There is no confirmation that it was obtained properly or that it is some kind of forgery. There are no formal grounds to assert that this video relates to citizen K. and so on. If they want, they can always come up with reasons to refuse to initiate proceedings," he told a correspondent of "Caucasian Knot".

The lawyer also noted that all offenses are considered together and the punishment is assigned cumulatively.

"This is considered within one case, and a single decision is made. And for one violation, there may be a fine, and for another — deprivation of rights, one does not prevent the other. That is, just like in criminal proceedings, cumulatively," Shirokov explained.

The chairwoman of the "Civic Assistance" committee Svetlana Gannushkina believes that this video is a showy self-presentation.

"This video says I can do anything - and nothing will happen to me," she told a correspondent of "Caucasian Knot".

According to her, this is the logic of a teenager. "It is very sad that there is no adult who could explain to him the absurdity and danger of such behavior," she believes.

Ramzan Kadyrov would like to see his third son Adam as his successor, but in reality, neither Adam nor the other sons of the head of Chechnya have guarantees from the Kremlin to claim power in the republic, analysts previously indicated in interviews with "Caucasian Knot". "The federal center has not given Ramzan any guarantees that power will go to Adam. Therefore, a specific post, whether it is the position of the Secretary of the Security Council held by Adam Kadyrov or the post of Deputy Prime Minister held by Akhmat Kadyrov, does not give any advantages to any of the potential heirs. In any case, the final word will be with Putin," political scientist Sergey Boyko reminded.
