Residents of Chechnya may well be fined for litter scattered in public places. According to local residents, the situation with the removal of solid household waste in the republic is normal, but in some places, garbage piled on the roadside is not removed.

In early June, a working meeting took place at the central office of LLC "Onyx" between the company's director and the deputy head of the administration of the Kurchaloevsky district, Zaurbek Munashev, where they discussed improving the situation with garbage removal, especially paying attention to areas "where there were interruptions and insufficient regularity of garbage removal, which affected the sanitary condition of the district," the operator's publication on social media Instagram* states.

The publication indicates that there is a need to strengthen control "to improve the efficiency of waste management". Commenting on the information, a user ashabova.018.95 noted that it is necessary to "resolve this issue as soon as possible before the hot weather arrives, as in the heat, the accumulation of garbage especially worsens the sanitary situation, creates unpleasant odors, and can pose a threat to the health of residents".

A resident of Grozny Zarema, living on Zoya Kosmodemyanskaya Street, recently had to pay a fine of three thousand rubles for litter scattered at the gate of her house.

"I am to blame, I did not keep an eye on my son," the woman remarked with regret.

According to her, the family planned to celebrate her mother-in-law's anniversary, preparing the signature dish of Chechens, jijig-galnash, and of course, Uzbek pilaf – the order of the celebrant herself. About 20 kg of meat was purchased for these dishes.

"There was a lot of waste: meat trimmings, bones, and other things that remain in the kitchen after cooking. I threw all this into a large bag, called my younger son to throw this garbage into the container standing at the gate. And in the evening, when we went out to see off the guests, I was shocked by the sight," Zarema shared her memories with a correspondent from "Caucasian Knot" on June 30.

I had to pay. I am to blame.

According to her, within a radius of five to seven meters from the gate of her house, there were scattered gnawed bones, onion peels, potato peels, roots from greens, and a torn bag. Later, she found out that her son, having gone out of the gate, saw that a conflict had arisen across the road between his friend and some unknown guys, threatening to escalate into a fight, and ran there, completely forgetting his mother's request. The smell of meat attracted the attention of stray dogs, which, having torn the bag thrown near the container, arranged a dinner for themselves. "A couple of days later, I received a message that for the disorder caused at this address, the owners were fined three thousand rubles. I had to pay. I am to blame," Zarema agreed with such punishment.

Aina, living on Tbilisskaya Street in Baranovka, confirmed that homeowners should keep the area around their house clean and maintain the cleanliness of garbage containers. "This is recommended to residents by the company LLC 'Onyx', whose garbage trucks collect garbage from the residents of the city. I don’t know how it is for others, but on our street, containers are emptied twice a week. And not only at my place. My sister Zara lives nearby, on Sunzhenskaya Street. She also has no issues with garbage removal," she told a correspondent from "Caucasian Knot".

However, she also had her own story with this garbage. "I was doing a general cleaning in the attic, where I took out old school notebooks, magazines, advertising brochures. I stuffed all this paper junk into a huge bag. The garbage truck was supposed to come that day," she said. The container was filled to the brim with household waste, and Zara decided not to leave the bag next to the container, as she was afraid that children coming home from school might be interested in the contents of the bag and scatter the garbage. She decided to hang the bag on a branch of the apple tree growing at the gate. She was sure that the children would not reach it, and the garbage collector who came for the garbage would see the bag and understand who it was intended for. She left for errands. The bag was torn apart by a stray cat, one-eyed Abdurakhman. It was a windy day, and Zara later had to collect the garbage scattered all over Sunzhenskaya. She did not pay a fine for the torn notebooks and bright advertising brochures flying around the street all day.

According to her, garbage is removed twice a week. "The schedule for the arrival of the garbage truck on our street was discussed over the phone with the dispatcher and also with the loader regarding the time: when it is more convenient for the special equipment to come," Amina says.

According to her, this schedule is convenient for those who keep the containers in the yard and only put them out of the gate when the garbage is being collected. "This daily routine is especially convenient for my neighbors, because they are all at work all day, but on the day the workers from 'Onyx' come, someone is always at home," she added.

Satsita works in Grozny in the arts, lives in a four-story building, which is also called "Stalinist" here due to high ceilings and spacious rooms. For a long time, she lived in Moscow, taking care of her sick aunt. She liked that in the house where her aunt lived, there was a garbage chute, an elevator, and other conveniences that are not available in her Grozny apartment.

She admits that she does not often get to the microdistricts of Grozny. "But recently, due to work, I had to drive around the streets and yards of houses from the House of Printing to the 'Electropribor' factory. I can’t say that I ended up in a place of ideal cleanliness. No, of course, but I did not encounter monthly piles of household waste, as my fellow countrymen write on social media," Satsita noted.

Her words are confirmed by a resident of Utrennaya Street in the Staropromyslovsky district Ruslan. A person who is always doubtful and critical, he officially stated that for at least the last three months, neither he nor his relatives and friends living in this area had any reason to complain about failures in the operation of special equipment for garbage removal. "Of course, not everything goes smoothly: equipment breaks down, people get sick, but this is not as critical as some assure. A lot of work is being done in Grozny to make the city one of the most well-maintained cities in the South of Russia, as it used to be," he told a correspondent from "Caucasian Knot".
