The regional state of emergency has been lifted in Tuapse.
The governor of the Krasnodar Territory signed an order to lift the state of emergency imposed in the Tuapse municipal district after the fire at the oil refinery and the spill of petroleum products.
As reported by "Caucasian Knot", the regional state of emergency was imposed in the entire Tuapse municipal district on April 28, after a major fire at the oil refinery.
In Tuapse, from April 16 to May 1, four fires occurred at the oil refinery and the marine terminal after drone attacks. Additionally, on April 24, after the breaching of boom barriers due to rising water levels in the river, there was a spill of petroleum products into the Black Sea. The state of emergency imposed in Tuapse after the spill of petroleum products in April has been lifted as of today. The corresponding order was signed by the head of the Krasnodar Territory, Veniamin Kondratiev.
"Currently, all work on cleaning the coastal area has been fully completed," the message from the Kuban operational headquarters emphasizes.
In mid-June, an ecologist who traveled along the coastline of the Tuapse district found drops of petroleum products on the rocks at the "Primorsky" beach and the wild beach between Nebug and the Tyumensky settlement. Residents of Tuapse also noted pollution of the coastline with petroleum products in the area of the "Yuzhny" boarding house and demanded that the authorities clean the beaches. Additionally, they reported that bags of collected fuel oil had still not been removed from the "Vesna" beach.
On June 17, Telegram users noted that the authorities, who reported the readiness of Tuapse's beaches for the season, are unlikely to continue the cleanup.
The state of emergency is provided for by federal law No. 68-FZ of December 21, 1994, "On the Protection of the Population and Territories from Natural and Technogenic Emergencies". Depending on the level of the emergency, the regime can be imposed by the head of the city, district, governor, the government of Russia, or the president of the country. The level of the emergency regime affects the authorities' capabilities to allocate funds from the budget in connection with the emergency, explained lawyer Maria Spasibukhova to "Caucasian Knot" in December 2024.
