A case of fraudulent renovations to a rural school in Dagestan has reached court.

Investigators in Dagestan have completed their investigation of the criminal case against the former general director of a construction company, who is accused of large-scale fraud during the renovation of a school in the village of Barshamai in the Kaytag District.

As "Caucasian Knot" reported, in April, the Dagestan Prosecutor's Office reported the theft of 40 million during the construction of a school in the village of Dzhavgat, the failure to meet deadlines was one of the reasons for the dismissal of Alim Temirbulatov, head of the Kaytag District of Dagestan.

On May 16, 2025, the Kaytag District The court upheld the administrative claim of the head of the republic, Sergei Melikov, who demanded the early termination of the powers of the head of the district, Alim Temirbulatov, due to a loss of confidence. Melikov publicly voiced his complaints against the head of the Kaitag district at a meeting of the Council for Strategic Development and Project Activities on February 28, 2025. The main complaint was the latest delay in the completion of a new school in the village of Dzhavgat, which "local residents have been waiting for since 1986," since "the old school has long been declared unsafe." Temirbulatov was later removed from office and arrested on fraud charges. In early 2026, the case of the former head of the Kaitag district, Alim Temirbulatov, his deputy, and another administration employee was transferred to court.

According to investigators, the criminal scheme was implemented between August 2020 and June 2021. The defendant's construction company carried out municipal contracts to build a retaining wall on the grounds of a school in the village of Barshamai in the Kaitag district. The head of the organization entered into the reports The Investigative Committee of Dagestan reported today on its Telegram channel that the acceptance certificates and cost certificates contained deliberately false and inflated information about the actual volume of construction work completed.

Based on forged documents, more than 29.4 million rubles were transferred from the budget to the company's account. However, a forensic construction and technical examination conducted during the investigation revealed that some of the declared work on the site was not completed. The cost of the unfulfilled obligations, but paid by the state, amounted to 1.4 million rubles.

The agency noted that during the preliminary investigation, the accused fully admitted his guilt and fully compensated the Kaitag District administration for the material damages caused.

The company's director is accused of large-scale fraud. The charge carries a sentence of up to ten years in prison and a fine of up to one million rubles.

Alim Temirbulatov became head of the Kaitag district administration in November 2015. His predecessor, Ali Umarov was detained in March 2014 on suspicion of misappropriating budget funds.

"Caucasian Knot" also reported that teachers at a school in the village of Krasnoarmeysk recorded a video message to the head of Makhachkala with a request to pay attention to the improvement of the village, which still has neither a kindergarten, nor a sports complex, nor a medical clinic.
