Armenian Prime Minister Nikol Pashinyan announced that the Civil Contract party had won the parliamentary elections and would single-handedly form the government. He announced criminal liability for opposition leaders, rapprochement with the EU, and the development of relations with the Eurasian Economic Union.
As reported by the Caucasian Knot, parliamentary elections were held in Armenia on June 7. Observers reported violations, including the filling out of a ballot by a voter's relative and violations of voting secrecy. After processing 1.33 percent of the ballots, the ruling Civil Contract party was in the lead. The Central Election Commission then published data based on 16.05 percent of the ballots. Civil Contract remains in the lead, but its performance has begun to decline.
The elections will effectively be a referendum on the future of the current government and Armenia's foreign policy, according to the "Caucasian Knot" report "2026 Elections to the National Assembly (Parliament) of Armenia".
Armenian Prime Minister Nikol Pashinyan has already announced that Civil Contract won the elections and will "single-handedly form a government." He also clarified that the party itself is counting the votes and "everything is obvious," ARKA reports.
He stated that he plans to eradicate the "criminal-oligarchic system in Armenia," prosecute opposition leaders and deprive them of their illegally acquired property, continue the course of rapprochement with the EU, but remain in the Eurasian Economic Union (EAEU), and develop relations with Russia and other members of the organization.
Pashinyan also stated that Armenia is not yet ready to join the European Union, but needs to reform the country and bring it into compliance with EU standards. "This means that we need to continue the process of democratic reforms to the point where everyone recognizes that Armenia fully complies with EU standards—this is our primary goal."
The Prime Minister also noted that the EU could make a "political decision" to abandon the enlargement process, or the people of Armenia could "decide during a referendum that they want to be in the EU." He stated his goal as the creation of a real alternative for the country, so that citizens could choose, in particular, between the Eurasian Economic Union (EAEU) and the EU.
Members of the ruling Civil Contract party are committing widespread violations at polling stations, while the Central Election Commission and the Ministry of Internal Affairs of Armenia are demonstrating inaction, the opposition reported. Observers reported video recording at polling stations, attempts to influence the vote, and deceased individuals on the voter lists. Difficulties were also created in allowing unregistered voters to participate in the vote. Before the polling stations closed, the Ministry of Internal Affairs reported 29 violations, including attempts at duplicate voting, and the ombudsman received 59 complaints. The high turnout in Armenia's parliamentary elections was a consequence of public mobilization and the perception of voting as a choice for the country's future path, according to political scientists interviewed by the "Caucasian Knot."
According to surveys conducted before election day, the ruling "Civil Contract" party maintains its lead, but the overall rating of the opposition forces is higher, according to the "Caucasian Knot" report "Pre-election ratings of parties in Armenia."
