The sole resident of the Donskoy hamlet of Parksheyev, Viktor Tkachenko, was unable to obtain recognition of his ownership of his house, which is located at the junction of three districts, in the cassation court.

Tkachenko wrote a letter to the Russian Prosecutor General's Office, which was escalated to the Neklinovsky District Prosecutor's Office. The response states that the pensioner's registration in the Parksheyev village since 1988 "does not give rise to any rights to the disputed property, which has not been put into civil circulation in accordance with the established procedure, since the registration at the place of residence on February 25, 1988, took place three years before the date of the decision of the executive committee of the Myasnikovsky District of the Rostov Region on the provision of a land plot, and therefore, long before the construction of the residential building," the response states.
Lawyer Vladislav Petrov, representing Tkachenko's interests, stated that the prosecutor's office's response will be appealed and A second appeal will be filed with the head of the Investigative Committee of Russia, Alexander Bastrykin. He also stated that he plans to take the matter to the Supreme Court and seek criminal prosecution against those responsible for failing to transfer the site to the appropriate status.
