The court refused to review the constitutionality of the provision under which Kuban State Duma deputy Yuri Napso was prematurely stripped of his powers for absenteeism.
As reported by the "Caucasian Knot," in May 2025, the Supreme Court upheld the early removal of LDPR State Duma deputy Yuri Napso as lawful and rejected his request to reinstate him as a deputy.
The former deputy's representative insisted that the State Duma commission incorrectly counted the workdays Napso missed without a valid reason. In his opinion, there were only six of them, not more than 200, and during the remaining time, according to the lawyer, Napso was undergoing treatment and, on doctors' recommendations, could not leave the UAE, so he participated in State Duma sessions via videoconference.
The Russian Constitutional Court declined to consider the appeal of Yuri Napso, who was stripped of his powers for absence from 172 State Duma sessions, Vedomosti reported today.
Napso asked the court to review the constitutionality of the federal law on the status of a State Duma deputy, since, in his opinion, his powers were terminated under this provision without taking into account valid reasons – his stay for treatment in the UAE.
However, the Constitutional Court recalled that a State Duma deputy is obligated to participate in person in sessions and maintain contact with voters, the publication states.
As a reminder, the decision to strip Napso of his parliamentary powers was made unanimously on April 3. 2025. Previously, the State Duma Committee on Regulations and Support for the Activities of the State Duma found that, since April 2023, Napso had been periodically on sick leave, and absent from work between sick days.
In October 2024, it became known that the Sochi Central District Court, having upheld the Prosecutor General's Office's claim, instead awarded the state the enterprises, land plots, and real estate owned and managed by Yuri Napso and 14 affiliated entities.
Yuri Napso was born in Tuapse and holds a PhD in economics. In the 2000s, he worked in commercial structures. He became a State Duma deputy in 2007 and was elected to the 5th, 6th, and 7th convocations. In 2021, he was elected to the 8th State Duma as part of the LDPR federal list. The regions assigned to him are Krasnodar Krai and Rostov Oblast.
