The "Patient Monitor and Housing and Utilities" project has identified 14 districts of Makhachkala whose residents are being denied compensation after the flooding. Makhachkala residents confirmed that they are being denied payments because the areas where they live are not included in the list of those affected by the emergency.
According to "Caucasian Knot," only 5,293 people have received payments after the flooding in Dagestan, while 218,217 applications for various types of payments have already been submitted. 557 people remain in temporary accommodation centers.
The "Patient Monitor and Housing and Utilities" project has identified 14 streets and areas in Makhachkala whose residents have already contacted them regarding denial of payments following the flooding. According to the project, these areas were not included on the list by the administration, despite being damaged by the flooding. The list includes, in particular, Salatnaya, Kakashurinskaya, Karimova, Rechnaya, Khivskaya, Yubileynaya, Cavaliers of the Order of Glory, Nadezhda, Gubdenskaya, Tulpar Musaelaeva Streets, as well as the M-5 microdistrict and 1st Slavy Drive, the corner of Rechnaya and Peschanaya Streets, 6th Rassvetnaya Street in the village of Palmyra, and Karaman.
Project manager Ziyaudin Uvaisov reported on his Telegram channel that the lack of payments to people, despite the fact that a flood report was drawn up, is due to the fact that officials rely not on the flooded area along the streets, but on whether they have received complaints. Uvaisov believes it would be more appropriate to delineate the area of streets flooded by the flood and provide all residents with the legally required payments.
Makhachkala residents told a "Caucasian Knot" correspondent on April 24 about the problems they encountered while trying to receive compensation for lost property.
A resident of a house on Salman Galimov Street in Turali Magomed suffered damage to property worth tens of thousands of rubles, which he had to throw out. He applied for compensation through the "Gosuslugi" website, but was denied because his street was not on the emergency list. Makhachkala authorities promised to add the street to the list of those affected by the flood. If compensation is not paid after that, he intends to contact the prosecutor's office, the man said.
Abdurakhman, a resident of Rechnaya Street, said the street was on the list of those affected by the emergency. His yard and car were flooded, and his appliances were damaged. He had no electricity or water for several days. He said the damage assessment committee failed to show up when called. "The police officer who was called drew up a report, including photographs and video footage." "As a result, we were even denied the one-time financial assistance payment of 15,675 rubles, which is due to every victim, even though we are officially registered at this address," he said.
Mugerganskaya Street, located next to Rechnaya Street, was not included in the list of those affected by the emergency, said Mariam. Therefore, they did not accept her application for compensation. She does not intend to contact the prosecutor's office yet; she is waiting for clarification.
Avangardnaya Street was also not included in this list; there was a major flood there, flooding the courtyards and damaging property, said Kazim. He clarified that he is not the owner of the property, but rented an apartment there. When applying for compensation, he was told to provide proof of residence, but the local police officer said he could not issue such a document. Ultimately, the family was unable to submit the necessary documents.
Zagra, a resident of the Reduktorny settlement in Makhachkala, said that the flood left the neighborhood without power, water, or telephone service for more than five days, and the courtyards were flooded. "Aren't we entitled to compensation? I called the mayor's office, and they said we didn't have an emergency," she said.
Earlier, Kistaman, a resident of Bulacha Street in the Reduktorny settlement, said that her refrigerator burned out due to power surges after the flood. Thinking that the bureaucratic process would take a long time, she took out an installment plan for a new one. "I wanted to apply for compensation, but then I changed my mind. "I read on social media that people's homes were flooded and they can't get anything," she said.
A resident of the Karaman microdistrict told a "Caucasian Knot" correspondent on condition of anonymity that people's applications for compensation for damages are being accepted and there have been no refusals so far.

Social media users believe the refusals are widespread. Floods caused by heavy rains began in the North Caucasus at the end of March and have become some of the most devastating in recent years. Six residents of Dagestan, including three minors, died as a result of the flooding.
