The former head of the Karabudakhkent district has been accused of bribery.
Charges of fraud and abuse of office against the former head of the Karabudakhkent district of Dagestan, Makhmud Amiraliev, have been supplemented with charges of multimillion-dollar bribes.
As reported by the "Caucasian Knot," the court sent Makhmud Amiraliev, head of the Karabudakhkent district, to pretrial detention on fraud charges. The arrest of Makhmud Amiraliev, head of the republic's Karabudakhkent district, is related to violations in land allocation, as well as the misuse of subsidies, said Dagestan's head Sergei Melikov.
Investigators have uncovered additional criminal activity by the former head of Dagestan's Karabudakhkent district, who was arrested on charges of fraud and abuse of office, the press service of the Investigative Committee of Russia for Dagestan reported today.
"A criminal case has been opened against the former head of the Karabudakhkent district and the general director of a commercial organization. They are suspected of committing crimes under Part 6 of Article 290 of the Russian Criminal Code (accepting a bribe on an especially large scale) and Part 5 of Article 291 of the Russian Criminal Code (giving a bribe on an especially large scale)," the report states. message.
According to investigators, the former head of the Karabudakhkent district offered a representative of a commercial organization a bribe of 20% of the municipal contract amount in exchange for assistance in concluding it for the construction of a water pipeline to supply populated areas in the district. Investigators believe that from 2019 to 2020, he received 29.5 million rubles in bribes.
In addition, during the same period, Amiraliev signed acceptance certificates for completed work and certificates of their cost, containing knowingly false information about work that was not actually completed, amounting to over 179 million rubles, according to the department's Telegram channel.
Furthermore, criminal investigations are ongoing against the former head of the Karabudakhkent district, initiated by the investigative bodies of the Investigative Committee of Russia for the Republic of Dagestan on charges of crimes under Article 286 of the Russian Criminal Code (abuse of power) and Article 159 of the Russian Criminal Code (fraud), the Investigative Committee reports.
As a reminder, Amiraliev was sent to the SVO, from where he was recalled and subsequently detained on fraud charges. Makhmud Amiraliev is Magomed-Sultan Magomedov's nephew.
"He was at the SVO, but he was detained as part of the criminal case. However, initially, a military operation was a good way for an official who had committed crimes to avoid punishment and avoid legal proceedings," a Dagestani journalist previously told the "Caucasian Knot" on condition of anonymity.
On June 25, 2025, security forces detained Magomed-Sultan Magomedov, State Secretary of Dagestan. Magomedov was released on bail. The Sovetsky District Court of Makhachkala ordered the nationalization of his oil transshipment complex and related companies, whose assets had previously been seized. On July 1, it was announced that Magomedov had been dismissed.
The Sovetsky District Court of Makhachkala upheld the civil suit of the Prosecutor General's Office and confiscated property worth 1.2 billion rubles from former Dagestan Secretary of State Magomed-Sultan Magomedov and his relatives.
