The regional state of emergency has been extended to the mountainous regions of Dagestan.

In addition to the federal state of emergency in Dagestan, Sergei Melikov declared a regional state of emergency due to severe weather in several areas of the republic, including mountainous ones.

As reported by Caucasian Knot, on April 9, Russian Emergencies Minister Alexander Kurenkov announced an increase in the level of emergency in Dagestan and Chechnya due to flooding.

Flooding caused by torrential rains has been ongoing in the North Caucasus since the end of March, and has become one of the most destructive in recent years. The disaster caused the greatest damage to Dagestan and Chechnya, according to the "Caucasian Knot" report "Spring flooding in the North Caucasus - 2026". About 1.5 million residents were caught in the devastating flood zone in Dagestan. 

By decree of Dagestan Head Sergei Melikov, a regional state of emergency was declared in six more districts of the republic due to severe weather: Agulsky, Akushinsky, Dakhadaevsky, Kaitagsky, Kulinsky, and Magaramkentsky, RIA Novosti reported on April 15.

The Agulsky and Kulinsky districts are mountainous and are facing difficult conditions due to snowfall. Teymur, a native of the village of Khosrekh in the Kuli district, previously told the "Caucasian Knot" that natural disasters had temporarily paralyzed life both in the village itself and in the district center of Kuli. On April 13, the head of Khosrekh requested that food supplies be sent to the blockaded village.

Melikov introduced a similar emergency regime in seven municipalities of Dagestan at the end of March: Makhachkala, Buynaksk, Dagestanskiye Ogni, Kaspiysk, Khasavyurt, and the Derbent, Karabudakhkent, and Khasavyurt districts.

The emergency regime is provided for by Federal Law No. 68-FZ of December 21, 1994, "On the Protection of Population and Territories from Natural and Man-Made Emergencies." Depending on the level of emergency, the regime may be introduced by the head of a city, district, governor, the Russian government, or the president. The ability of authorities to allocate funds from the budget in connection with emergencies depends on the level of the emergency regime, lawyer Maria Spasibukhova explained to the "Caucasian Knot" in December 2024.

On April 1, the republican Ministry of Emergency Situations reported that the Dagestan authorities had additionally introduced a state of emergency due to flooding in the Gumbetovsky, Babayurtovsky, and Novolaksky districts. As explained by the press service of the head of the region, this concerns, in particular, the lands of transhumance within the boundaries of the Babayurtovsky district, where residents of the village of Tsiyab-Tsilitli in the Gumbetovsky district live, as well as the lands of the village of Novokuli in the Novolaksky district, located within the boundaries of the Kumtorkalinsky district.

A municipal state of emergency has been in effect in the Kaitag District since April 1st, announced by the head of the district administration, Zapir Gasanov. At that time, it was reported that several residential buildings were destroyed in the village of Madzhalis due to a sharp rise in the water level in the Ulluchai River. On April 14th, a municipal state of emergency was declared by authorities in the Dakhadayevsky District, where evacuations began due to landslides.
