Evacuated residents of Makhachkala spoke about collecting documents for compensation.

Some Makhachkala residents remain in temporary accommodation centers; there are 13 in the city. Evacuees said they were forced to leave because their homes were severely flooded and their appliances were damaged. They said they are preparing to apply for compensation. As reported by the Caucasian Knot, more than 800 socially significant facilities were damaged by flooding in Dagestan, with approximately 1.5 million residents in the emergency zone. The republic's emergency level has been raised from regional to federal amid forecasts of a third wave of flooding. Several regions in southern Russia have sent humanitarian aid to residents of Dagestan affected by the flooding. The Dagestan government has allocated 100 million rubles in payments to flood victims. In Makhachkala, 82,900 requests for one-time assistance, over 10,000 claims for property loss compensation, and 297 claims for injury were received from victims.

Flooding caused by heavy rains has been ongoing in the North Caucasus since the end of March, and it has become one of the most destructive in recent years. More than 6,200 people have been affected by the flooding in Dagestan, the head of the republic, Sergei Melikov, reported on April 7. Dagestan and Chechnya suffered the most from the natural disaster, according to the "Caucasian Knot" report "Spring Flooding in the North Caucasus-2026".

In Makhachkala, 3,755 residential buildings on 173 streets were flooded, added Makhachkala Mayor Dzhambulat Salavov. He clarified that more than 1,070 people have been evacuated since the onset of the disaster.

"There are 431 people in temporary accommodation centers, including 151 children. All of them have been provided with hot meals, basic necessities, clothing, and footwear, and are also receiving necessary medical care," Salavov reported.

The Makhachkala City Hall reported on its Telegram channel that approximately 300 residents of four multi-story buildings on Aivazovsky Street, next to where the building collapsed, have been evacuated to hotels and temporary accommodation centers and have been provided with meals.

"The buildings on Aivazovsky Street were built with numerous violations, right on the riverbed, which is dangerous for residents," Salavov reported.

"Experts confirm that the flooding problems in the capital are largely due to thoughtless development along the banks of the Tarnairka River. Several houses were built directly on the riverbed itself. "The structures impede the natural flow of water, which finds other routes: streets, houses, and residential areas. I have instructed the republic's Ministry of Construction to conduct a documentary investigation before making decisions regarding the officials who allowed this life-threatening construction," the head of Dagestan reported.

Aminat, a resident of the village of Novy Kyakhulai, told a "Caucasian Knot" correspondent that her private home was severely flooded, washing away her fence and garden plantings, and damaging household appliances and furniture. She and her child are currently staying at a temporary accommodation center in Makhachkala.

"There are no complaints about the placement. My husband stayed home, trying to get everything in order. They've started pumping out the water from the streets. We're gathering documents to apply for compensation," she said.

Patimat, a resident of Gazoprovodnaya Street, is staying at the temporary accommodation center with her sister. She also reported that their private home was flooded, and they managed to evacuate, gathering necessary belongings and documents. She doesn't know who will restore the house or whether the state will allocate funds for this.

On April 8, the Makhachkala City Hall Telegram channel posted information about the "Caspian" temporary accommodation center, where 85 people affected by the floods are being held. It is noted that there are 13 temporary accommodation centers in the city.

"Temporary shelter residents note that they receive regular and high-quality meals daily: hot meals, fresh fruits and vegetables, as well as essential items and medications," the publication states.

As a reminder, today authorities reported on clearing the Tarnairka River in Makhachkala and dismantling illegal structures impeding the flow of floodwaters. "Unauthorized structures within the riverbed are being demolished, and other potential obstructions to water flow are being monitored," the statement states. The work was carried out between 1st Vlazhnaya and 1st Istochnaya Streets.

It is also worth noting that those living in illegally constructed houses and those affected by the flooding will receive assistance from off-budget funding sources through charitable foundations. They cannot count on the full amount of state support, Sergei Melikov stated on April 7 at a meeting with the President of the Russian Federation. He noted that this concerns those people who, as part of the development of individual construction within the city limits, built a house on their own land, but did not have time to register the ownership of their homes. "To provide assistance to [this] category of citizens, non-budgetary funding sources are being formed on the basis of charitable non-governmental funds," Interfax quoted the head of the republic as saying.

Six people died as a result of flooding in Dagestan. Five of them died in the village of Mamedkala in the Derbent district and its environs: a pregnant 17-year-old local resident, a 12-year-old child, a five-year-old girl and her grandmother, and Also, 70-year-old Aminat Musayeva, who had been missing for three days. Earlier, on April 5, in the village of Kirki in the Kaytag District, Kistaman Mazanova, a local village council deputy and a resident of a house destroyed by a landslide, died.
