The court confiscated the assets of the arrested Kuban Health Minister.

The property and business of Kuban Health Minister Yevgeny Filippov, his relatives, and trusted individuals have been seized by a court decision and transferred to the state.

As reported by the Caucasian Knot, Kuban Health Minister Yevgeny Filippov was detained on March 17. He is accused of large-scale fraud and taken into custody. On March 21, the prosecutor's office filed a lawsuit to seize property belonging to Filippov and his relatives worth one billion rubles. Bailiffs seized the family's assets, including 21 apartments, two private houses, 14 non-residential premises, nine land plots, seven apartments, four garages, and three parking spaces.

According to investigators, Filippov embezzled more than seven million rubles in budget funds between November 2015 and December 2025. Law enforcement officials focused on Filippov, who has headed the Kuban Ministry of Health since 2013, his family's financial status: numerous properties are registered to the official and his relatives.

The Oktyabrsky District Court of Krasnodar heard the prosecutor's office's claim to seize the assets of Yevgeny Filippov, head of the Kuban Ministry of Health, his relatives, and associates. The prosecutor's demands have been satisfied, the United Press Service of the Krai Courts reported tonight.

A total of 18 people were defendants in the prosecutor's claim. Eight commercial organizations, partially or wholly owned by these individuals, were brought into the case as third parties.

The court found that Evgeny Filippov, who had headed the Kuban Ministry of Health since 2013, violated the ban on entrepreneurial activity for civil servants. In 2014, he acquired seven commercial properties in Krasnodar, registered them in the names of people under his control, and then arranged for the lease of these premises to Regional Clinical Hospital No. 1 for an outpatient department.

"Filippov derived income from illegal activities, information about which he concealed from regulatory authorities and did not declare," the court's press service emphasized.

The owners of the expensive property, in addition to Filippov, included his son, his ex-wife, and her sister, as well as his common-law wife, Nadezhda Gubrieva, who heads the Krasnodar Krai Compulsory Medical Insurance Fund, and her relatives, specifically her son and mother. Gubrieva has headed the regional Compulsory Medical Insurance Fund since 2016, and before that, she worked in the regional Ministry of Health. Almost all of Filippov's relatives are connected to medicine: the minister's son, 27-year-old Fyodor Filippov, works at an oncology center in Krasnodar, and his ex-wife Olga Filippova is an ultrasound doctor at a Sochi hospital, noted Kuban journalist Andrei Koshik.

In 2025, Filippov acquired a non-residential building in Krasnodar and acted in the same way: having registered the ownership rights to trusted persons, he leased the property to the Kuban Medical Institute, and concealed the income received from declaration.

“Filippov used the proceeds of corruption to acquire highly liquid real estate, which he distributed among his relatives and persons under his control,” the court noted.

Among the property seized from Filippov and his entourage are properties located not only in Kuban, but also in Adygea, Moscow, and Crimea. A total of 49 land plots with a total area of ​​over 495,000 square meters, as well as 34 residential and 71 non-residential premises with a total area of ​​over 29,000 square meters, were confiscated.

In addition, the defendants' shares in the authorized capital of eight commercial companies, cash totaling 214.8 million rubles, and a kilogram of gold were confiscated by the state. There is no information yet on whether Filippov and his relatives plan to appeal the decision.
