A volunteer faces a fine for cleaning up fuel oil in the Anapa River.
An administrative citation has been filed against a volunteer who came to clean up fuel oil on the Bugayskaya Spit for using an ATV in a specially protected natural area.
An Anapa activist is facing a fine for cleaning up fuel oil on an ATV. The volunteer was cited for being in the Anapa Peresyp specially protected natural area, environmentalist Yevgeny Vitishko reported on his Telegram channel.
"Yesterday, administrative citations were filed against volunteers for being in the Anapa Peresyp regional protected natural area. All cleanups can be completed," he wrote on his Telegram channel.
The main complaint against the activist is his use of a vehicle on the beach of the Anapa Peresyp specially protected natural area on the Bugayskaya Spit. He explained it this way: it's easier to transport heavy bags of oil-contaminated sand on an ATV.
Specifically, the administrative offense report states that Ilya Sotnikov reported spreading sand with fuel oil fractions on the central beach of the Anapa Peresyp Specially Protected Natural Area. The report on the identified violations notes that Sotnikov entered the area on an ATV.
Article 8.39 of the Code of Administrative Offenses, "Violation of the Established Regime or Other Rules for the Protection and Use of the Environment and Natural Resources," under which the report was drawn up, provides for a fine of 3,000 to 4,000 rubles and confiscation of the instruments used to commit the administrative offense.
The spit is located within the boundaries of the Anapa Peresyp Specially Protected Natural Area, and any work here without permission from the Ministry of Natural Resources is prohibited, as is vehicle travel. Neither state nor municipal agencies have cleaned the coastal zone on the Bugayskaya Spit for the same reasons, and the volunteers are understandable—they want the best. The protected area is littered with dried fuel oil residue, including seawater. However, from a legal perspective, the volunteers' activities violate legal requirements.
